AN ORDINANCE TO AUTHORIZE THE VILLAGE
MANAGER TO ENTER INTO AN AGREEMENT
WITH THE EMERGENCY MANAGEMENT AGENCY
(FORMERLY DISASTER SERVICES AGENCY).
WHEREAS, the Emergency Management Agency has requested that
municipal corporations and political subdivisions enter into an
Agreement to make said Agency more responsive to all community
needs, and;
WHEREAS, Council is of the opinion that said Agreement would be
beneficial to the Village of Dublin and its residents;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of
Dublin, State of Ohio, 7 of the elected members concurring:
Section 1. That the Village Manager be, and he hereby is,
authorized to enter into said Agreement on behalf of the Village
of Dublin.

Section 2. That this Ordinance shall take effect and be in force
from and after the earliest period allowed by law.

Dear Mr. Sheldon:
As you may be aware, an Organizational Study of the Columbus and Franklin
County Disaster Services Agency (CFCDSA) was conducted by Mid-Ohio Regional
Planning Commission (MORPC) staff in 1983.
During the last ten (10) months a sub-committee of the current CFCDSA
Executive Committee has reviewed the findings of the MORPC study and
has recommended a series of steps designed to restructure and revitalize
the Agency. In addition to a new mission statement (enclosed), many of
the proposed changes are contained in the attached Agreement. Two (2)
significant changes within the Agreement are the nine (9) member Policy
Board to replace the current fourteen (14) member Executive Committee,
and the change of the organizational name from Disaster Services Agency
to Emergency Management Agency.
These changes are not being proposed simply for the sake of change. They
are the result of months of contemplation and discussion by the CFCDSA
sub-committee, as well as consultation with attorney's from the Columbus
City Attorney's Office and the Franklin County Prosecutor's Office. Simply
put, the restructuring effort is a serious attempt to make the Agency more
responsive to the Community's need and to begin to reflect national trends
in emergency management within the Community.
I would request that you review the attached Agreement and initiate the
legislative process for approval within your community. As always, the
Agency staff and I will be available to answer any questions you may have
pertaining to the Agreement.
Upon passage of authorizing legislation by your community, I would request
that you return the signed Agreement to this office with a copy of the
legislation attached.

The Agreement shall take effect once a majority of the municipal corporations
and political subdivisions within Franklin County (including the Board of
Commissioners and the City of Columbus) have returned the signed copies
to this office.
