AN ORDINANCE TO ACCEPT A '!RAFFIC
ENGINEERING STUDY PROPOSAL AND TO
AUTHORIZE THE MANAGER AND FINANCE
DIRECTOR TO EXECUTE A CONTRACT: AND
DECLARING AN EMERGENCY.
WHEREAS, the Village is in need of traffic planning studies to provide
for the implementation of the major street plan, and;
WHEREAS, Council has determined that the proposal submitted by Clyde
E. Williams Associates, Inc., in an amount not to exceed $20,000.00
is acceptable;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the proposal as submitted by Clyde E. Williams and
Associates, Inc., be, and hereby is, accepted.
Section 2. That the Village Manager and Finance Director be and they
hereby are, authorized and directed to execute a contract with Clyde E.
Williams and Associates, Inc., for the services outlined on the attached
Exhibit "A".
Section 3. That the Finance Director is hereby authorized and directed
to appropriate from the unappropriated balance in the General Fund the
sum of $20,000.00 to the account of A01-06-6A-2550 to meet the obliga-
tion of this Engineering Proposal.
Section 4. That this Ordinance be, and the same hereby is, declared to
be an emergency measure necessary for the preservation of the public
peace, health and safety and for the further reason that the design
engineering for the projects involved should be initiated as soon as
possible, and therefore this Ordinance shall take effect and be in force
immediately upon its passage.

SUBJECT: Traffic Planning Study - Clyde E. Williams & Associates, Inc.
DATE: May 31, 1985
I have reviewed the proposal submitted, and upon outlining what we will be
obtaining from the study would recommend entering into a contract with Clyde
E. Williams for said study.
Basically there will be five things obtained from the study:
1. Report on finding, aerial photography with overlays showing improvements
recommended.
2. Recommended improvments at Coffman Road/Post Road and Avery Road/U.S. 33/
S.R. 161 will be provided.
3. Plan with report and cost estimate to extend Coffman south of Post to
U.S. 33 or Avery Road.
4. Improvements required to existing streets, along with cost estimates and
schedule of time for said improvements.
5. Update on traffic from area fully developed.

RE: Proposal for
Traffic Planning Study
Dear Mr. Bowman:
This letter is in response to your request for an estimated cost for
Clyde E. Williams & Associates, Inc. to perform a Traffic Planning
Study for the Village of Dublin, Ohio. The study area will include
all of the expected development activities in the northwest quadrant
of Dublin. The area of detailed study will be the following: -:-

~Muirfield Drive/Avery Road on the west; Coffman Road, Post Road and
Frantz Road/State Route 161 intersection on the east, u.S. 33/State \

Route 161 on the south; and an imaginary line stretching east to \
west approximately 1,000 feet north of Post Road on the north. \
Our services will include the following specific items:
~. Update traffic projections in the area using the expected land
uses in. the northwest quadrant. We will request,'select link and
select centroid assignments from MORPC through the Village of
Dublin to aid in this process.
,/f. Using the forecast;ed traffic, identify the needed improvements
to the exiting street system and the probable cost of those
improvements suitable for capital planning purposes. A suggested
- Sk- Time Schedule for the phasing of the improvements will be provided. *'
/3. Develop the most feasible method of extending Coffman Road south
of Post Road, then running it west until it intersects Avery Road.
Details of the connection to Avery Road and a probable cost will
be provided.

4. Prepare a plan showing Coffman Road extending south of Post
Road and connecting to U.S. 33/State Route 161. A report
will be prepared which will include the probable cost of the
improvement and the traffic impact of the improvement.
5. Recommended improvements for future problem areas such as the
Post/Coffman intersection and the Avery Road/U.S. 33- State
Route 161 interchange will be provided.
6. Provide a brief report of our findings and provide aerial
photography with overlays showing the improvements. \
~we propose rhat the study of the additional accesa to D.S. 33/State Route
161 will be done first since the feasibility of additional access will
influence the design of the Street "A" connection to Avery Road,.,
Developing a plan for additional access onto U.S. 33/S.R. 161 will. require
extensive study, and the report must contain considerable detall:t:o,:present
the best case for obtaining approval from the Ohio Department of'',rransportation
and other agencies. Because of this and the.comp1exity of the task, we
recommend that the entire study and report be performed on the .basis o~ pay-
roll costs times a multiplier plus allowable direct costs.Weest~mate that
our cost to perform such a study would be about Twenty Thousand ($20,000) Dollars
and take about _four ~months to complete excl~ve of review nme.
