016-88 Ordinance RECORD OF ORDINANCES National Graphics Corp., COls., O. ~ Form No. 2806-A Ordinance No, _____~~__~_8_______u P assed__________ ______ ______ _______________________19___ AN ORDINANCE TO AUTHORIZE THE CITY MANAGER TO ADVERTISE FOR ENGINEER- ING PROPOSAL FOR CONSTRUCTION OF THE EXTENSION OF MUIRFIELD DRIVE FROM BRAND ROAD TO AVERY ROAD WHEREAS, there are certain capital improvement projects which the administration is recommending for construction in 1988; and WHEREAS, to ensure that this construction schedule is met, a proposal for engineering services must be received as soon as possible for construction of the extension of Muirfield Drive from Brand Road to Avery Road; NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the City Manager be authorized to advertise for engineering proposals for the construction of the extension of Muirfield Drive from Brand Road to Avery Road. Section 2. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law. Passed this 1st day of February , 1988. J~'&' ry ~~ (Jerk of (oUtlcil, Du lin, Ohio " MEMORANDUM TO: Council Members FROM: Patrik Bowman SUBJECT: Muirfield Drive Extension DATE: January 29, 1988 In the interest of better establishing Dublin's Capital Improvement Plans, Staff approached the owners of the two remaining parcels (approximately 150 acres) on which the extension of Muirfield Drive is to be located. As staff anticipated, the owners are not anticipating the immediate development of these tracts due to an abundant supply of existing single family lots combined with a favorable con- struction slow down in eighteen months to two years. We were told that the develop- ment of these parcels may be three years away. They do recognize that the Muirfield Drive extension is an important project for themselves, a s we 11 as for the traffic flow in the entire quadrant. The property owners are willing to work with Dublin in constructing Muirfield Drive in 1988. In order for them to participate, they would at minimum require a zoning concept approval. To do the street construction in 1988, it is also necessary that Dublin begin the planning and engineering of the street as soon as possible. Obviously, there are no guarantees that a concept plan will be approved and I certainly do not recommend that our need for the road affect the way the City conducts the zoning process. I do recommend however, that Dublin take the ini- tiative to prepare the roadway plans in an attempt to complete the project in 1988. In addition to the hiring of an engineering firm, Dublin must also resolve how it wants Muirfield Drive to be constructed. Staff has expressed a preference to construct this portion of the road in a manner similar to the constructed portion in Muirfield complete with large medians and sculptured roadway. Addit ional right-of-way over 100' could be dedicated as part of the open space requirement. Alternatively, Dublin could also purchase the additional right-of-way. This issue must be resolved so that direction may be provided to the roadway designer. PGB:fmu
