Passed.. ..nnnnn u ..n"~ ".0 .0..19".0 AN ORDINANCE TO AI1END CERTAIN PORTIONS OF ORDINANCE NO. 52-81 (VILLAGE OF DUBLIN COMPENSATION PLAN) WHEREAS, the Village Council has determined, with the advice and input of the Personnel Board of Review and upon the Village Manager's recommenda- tion, that it is desirable to revise and update certain portions of the Village's Compensation Plan with the express intent of upgrading the salary and fringe benefit factors associated with Village employment; and WHEREAS, the Village Council believes that these amendments will allow the Village to offer compensatory factors that are proximate to those factors offered by other area municipalities, and thus assist in future employee recruitment efforts, as well as aid in the retention of productive, professional, effective employees, NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, 7 of the elected members concurring: SECTION 1. That Section J. - Holidays of Ordinance No. 52-81 be amended by adding the following to subsection A. therein: "Personal Day (Employee's Choice) The Personal Day shall be at the employee's discretion, provided that it is approved in advance by the employee's department head and the Village l~nager via the same procedure as Sick Leave or Annual Leave. A Personal Day must be used within the calendar year it is allocated; it may not be carried over into the next calendar year." SECTION 2. That Section 5. - Annual Leave, subsection A., of Ordinance No. 52-81 be amended to read as follows: "A. All classified employees shall be entitled to an annual vaeation with pay based upon the following schedule: Y~ars of Vil~~_~ Seryice Annual Leave Credit After 1 year and through 8 years 2 weeks (10 days;-- After 8 years and through 19 years J weeks ~15 days) After 19 years 4 weeks 20 days " SECTION 3.. That Section 8. - Salary Plan/Performance Evaluations of Ordinance No. 52-81 be deleted and replaced with the following: "SECTION 8. SALAHY PLAE!.RERFORI1ANCE EVALUATIONS A. All salaried employees shall be paid in semi-monthly installments on the fifteenth (15th) and the last day of each month. B. It shall require a minimum of two (2) years service in Grade I raintenance Worker to qualify for advancement to Grade II, in addition to proficiency in a craft which is utilized in a majority of the time worked. b. Promotion from the rank of Patrol Officer to Sergeant, Sergeant to Lieutenant, or Grade I Maintenance Worker to Grade II Maintenance Worker will be made to the first step in the new class which will provide an increase in total compensation. c. The Assistant ~~nager and/or the Village 11anager are authorized to recognize past experience of applicants in determining their positions in the step system upon employment. d. On January 1, 1984 all present employees of the Village shall be advanced to the appropriate step for their years of Village service. C. The following annual salary ranges shall be implemented on January 1, 1984 for the positions listed: Minimum Maximum Clerical Personnel $10,400' - $16,900 Bldg. and Eng. Effective January 1, 1984 the Village Manager shall grant raises to all employees covered by this salary schedule. This raise, .- and all future annual raises, shall take into accour~ the employee's most recent Performance Evaluation, service time, and compression between the employee and those under the step Plan above. b. The starting annual rate shall be the minimum depicted in the ranges above, unless the Village ~anager renders written approval to start the employee at a higher rate and so notifies the Finance Director and Personnel Director. No starting rate shall be higher than the maximum rate. c. When maximum ranges are exceeded in the above ranges, the Manager shall have the authority to grant increases of 1% - 14% on the basis of merit as determined by the employee's most recent Performance Evaluation. D. All facets of the step Plan and Salary Range Plan in B. and C. above shall be reviewed annually by the Village ~anager in October to evaluate the competitiveness, and he shall report on same to the Village Council no later than November 1. Any adjustments deemed necessary shall be scheduled to take effect on the following January 1. E. Performance Evaluations shall continue to be processed on all employees covered_ by the Salary Range Plan in C. above, and, at the Village Manager's discretion, on those employees covered by the Step Plan in B. above. F. As new job titles and classifications are established, this Compensa- tion Plan shall be adjusted and amended to include appropriate salary ranges for same. G. For all part-time employees/seasonal employees the 11anager shall set their salaries with the minimum being the prevailing Federal minimum wage." SECTION 4. This Ordinance shall take effect and be in force from and after the earliest period allowed by law.
