AN ORDINANCE ACCEPTING THE LOWEST/BEST
BID FOR GARBAGE AND RUBBISH COLLECTING
AND HAULING SERVICES FOR THE VILLAGE OF
DUBLIN, OHIO AND, AUTHORIZING AND DI-
RECTING THE VILLAGE MANAGER AND FINANCE
DIRECTOR TO EXECUTE A CONTRACT.

WHEREAS, pursuant to required advertising, bids have been received for gar-
bage and rubbish collecting and hauling services for the Village of Dublin;
and
WHEREAS, Council has determined that the bid of Flower Garbage
is the lowest/best bid:
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State
of Ohio, 6 of the elected members concurring:
SECTION 1. That the bid of Flower Garbage
in the amount of $ 6.300.00 per month, plus
$ 3.50 per month, for each residence added during the contract
period be, and hereby is, accepted.
SECTION 2. That the Village Manager and the Finance Director be, and they
hereby are, authorized and directed to execute a contract in the name of the
Village with the said Flower Garbage for sai
services according to specifications presently on file in the office of the
Village Manager. Said contract commences on October 1, 1983 and terminates on
September 30, 1985.
SECTION 3. That this Ordinance shall take effect and be in force from and
after the earliest period allowed by law.

Ohio, hereinafter referred to as the "contractor" WITNESSETH THAT:
WHEREAS, the Village of Dublin desires to have garbage and rubbish col-

WHEREAS, by Ordinance of the Village, the Village Manager and Finance
Director have been authorized on behalf of said Village, to enter into

1. The Village and Contractor agree to abide by all Sections of Ordinance

for all the existing applicable residences in the Village and to pay, in

3. The contract price may be modified (with Council approval) accord-
ing to law during the term of this contract to compensate for the in-
creased cost of disposal. The Village agrees to pay the Contractor for
services rendered for each month on or before the 10th day of the follow-
ing month.
4. Said Contract to be cancelable by the Village, without liability,
upon thirty (30) days written notice of cancellation to the Contractor.

GARBAGE AND RUBBISH COLLECTION
The Village of Dublin, Ohio is seeking bids for the collection and
hauling of Garbage and Rubbish for all residences (not including
Apartment units) in the Village of Dublin for a period commencing
October 1 , 1983 and ending September 30, 1985 according to the follow-
ing specifications.
Garbage and rubbish is to be collected from all applicable residences
in the corporate limits of the Village of Dublin, Ohio on the same
specified day each week. If a legal holiday falls on a specified pick-
up day, then the collection may be made on the next day of the week.
The term rubbish shall include all household trash, refuse and other
waste matter such as bottles, tin cans, food, food containers, ashes,
cinders, tree and hedge clippings, grass trimmings, leaves and other
waste materials accumulating about residential property. The term
rubbish does not include waste material accumulated in the construc-
tion, remodeling or repair of buildings. The Contractor shall bid for
pickup of garbage and rubbish placed within 10 feet or less of a public
street by the householders.
The householders trash and garbage containers shall be twenty (20) or
thirty (30) gallons in size and cans must have tight fitting lids and
handles. When plastic bags are used, they must be tied. Any tree or
hedge clippings shall be tied in bundles not over four(4) feet in length
or chopped up and placed in plastic bags. Loose boxes, not containing
any garbage, are also acceptable for pickup. Contractor shall remove
weekly, all refuse and trash in Village owned trash cans, not to exceed
twelve ( 12) in number. Contractor must have closed packer type truck
to pick up garbage and rubbish.
The relationship between the Village of Dublin and the contracting party
shall be solely contractual and the contractor shall furnish all equip-
ment and labor fer all services to be performed. Contractor shall carry
industrial compensation insurance of the State of Ohio and pay all law-
ful payroll deductions and unemployment compensation payments due any
governmental agency.
Contractor shall be responsible for any negligence of the Contractor or
any of the contractor's agents, officers or employees. All equipment,
including trucks and automobiles, but not limited thereto, used in said
garbage and trash collection shall be protected by public liability and
property damage insurance in the amount of at least $250,000.00 to pro-
tect the Village of Dublin and its inhabitants, and to save and hold
harmless from and against any and all negligent acts of the Contractor,
his agents, or employees.
Bids shall specify a lump sum price for each month during the continuance
of the contract for garbage and rubbish collection and hauling service
for all existing applicable residences in the Village of Dublin at this
time, and bids shall also specify an additional price for each additional
applicable residence built and occupied or annexed to the Village after
the awarding of this contract and said bid shall be on a monthly basis
for each such additional residence. The contract price may be modified
according to law during the term of this contract to compensate for in-

increased cost of disposal. The Contractor shall be paid on or be-
fore the 10th day of each month. Said contract is to cancelable by
the Village of Dublin, without liability, upon thirty (30) days writ-
ten notice of cancellation to the contractor.
All bids shall be sealed and shall be filed with the Village Manager,
6665 Coffman Road, Dublin, Ohio 43017 before 12:00 noon, August 12,
1983 at which time said bids shall be publicly opened. All bids shall
be accompanied by a bond or certified check in the amount of $100.00.
The Council of the Village of Dublin reserves the right to reject any
or all bids.
