Article VI, Section 6.03 (C) of the Dublin Charter authorizes Council to change or alter any department or division created by Section 6.03 (A) of the Charter by ordinance or resolution; and, WHEREAS. Council believes it is desirable and appropriate to adopt a new functional table of organization for the City of Dublin as depicted in the attached diagram labeled as "Exhibit A"; NOW. THEREFORE. BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: - Section 1. That the attached City of Dublin Functional Table of Organization be, and hereby is, adopted. Section 2. That this Ordinance shall take effect and be in force at the earliest point permitted by law. Hansley, City Manager/~~> SUBJECT: New Functional Table of Organization v~ DATE: February 16, 1989 Attached for your consideration is Ordinance No. 19-89 adopting a new functional table of organization for the City of Dublin accompanied by a copy of said new functional table of organization. This new table of organization was initially presented to Council in November 1988 and was subsequently discussed during the goal setting retreat in December 1988 and again during our meeting on February 4, 1989. As noted in Ordinance No. 19-89, Article VI, Section 6.03 (C) of the Dublin Charter authorizes Council to change or alter any department or division created by Section 6.03 (A) of the Charter by ordinance or resolution. Section 6.03 (A) contains: A Department of Public Utilities which includes the Divisions of Water, Sewers, and Sanitation; a Depart- ment of Public Safety which includes the Divisions of Police, Fire, and Inspection; a Department of Public Grounds which includes the Divisions of Streets, Parks & Recreation, Cemeteries, and Engineering; and other departments and divisions or other sub-units thereof created by ordinance or resolution. These aforementioned departments and divisions are depicted in the attached table of organization entitled "City of Dublin Organization - As Set Forth in the Charter - 1979" along with the Depart- ments of Finance and Law which are authorized by Charter Sections 6.01 and 6.02 respectively. The new table of organization attached to Ordin- ance No. 19-89 as "Exhibit A" depicts, in some respects, different organizational relationships between certain functional work units and different department and division titles than those reflected in Section 6.03 (A) and depicted in the "old" organizational chart mentioned above. This new table of organization is the end result of a process through which all City Department/Division Heads were solicited for input regard- ing the development of said new functional table of organization. Please .;.. note that this is a functional table of organization and, therefore, no position titles are exhibited. In addition, please note that several sub-functions have been depicted by using "dotted lines". This indicates that these sub-functions are not presently under the City's direction but, at some point in the future, may indeed be under the City's direction.
