O. ~ Form No. 2806-A Ordinance No. ------'l-4-3C}---- Passed_____ _ ___________ _________ _______________19_____._ AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR THREE NEW 1989 POLICE CRUISERS, AUTHORIZING AND DIRECTING THE CITY MANAGER AND FINANCE DIRECTOR TO EXECUTE A CONTRACT FOR THE PROCUREMENT OF SAID VEHICLES, AND DECLARING AN EMERGENCY WHEREAS , after advertising and receiving bids for three new 1989 Police Cruisers; and, WHEREAS, Council has determined that the lowest and best bid for said Police Cruisers is from, Bob McDorman Chevrolet, Inc. in the amount of $41,202.00; NO~, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid from Bob McDorman Chevrolet, Inc. in the amount of $41,202.00 for three (3) new 1989 Police Cruisers be, and hereby is, accepted. Section 2. That the City Manager and Finance Director be, and hereby are, authorized and directed to execute a contract with Bob McDorman Chevrolet, Inc. governing the procurement of said vehicles pursuant to the bid specifications and documents on file in the Office of Personnel & Purchasing. Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency measure necessary for the preservation of the public health, safety, and welfare, and for further reason that said bid is valid for a limited period of time (until February 15, 1989) and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Hansley, City Manager;l~ SUBJECT: 1989 Police Cruiser Bids DATE: February 1, 1989 Report Initiated by: David L. Harding, Director of Personnel & Purchasing Summary and Action Recommended After advertising and receiving bids for three new 1989 Police Cruisers, said bids were opened at 10:00 A.M. on Monday, January 23, 1989. Attached please find the bid tabulation and Ordinance No. 14-89 accepting the lowest and best bid. After evaluating the bids in relation to the bid specifica- tions, Staff recommends acceptance of the bid submitted by Bob McDorman Chevrolet in the amount of $41,202.00. Staff further recommends that Ordinance No. 14-89 be adopted as emergency legislation for the reason that said bid is valid for a limited period of time (until February 15, 1989). Issue With the anticipated hiring of six new Police Officers early in 1989, there is an established need to increase the number of cruisers in operation. The purchase of the three new cruisers will enable the Division of Police to retire one cruiser from police service and increase the overall number of marked vehicles from seven to nine. Without the purchase of these additional cruisers, the existing complement of cruisers would be in operation 24 hours per day, given the additional manpower noted above. Such a situation would lead to excessive wear on said cruisers. With the purchase of these additional cruisers, it is projected that each cruiser in the fleet would be in operation approximately 16 hours per day thereby resulting in an overall reduction in the operational demands placed on each cruiser. Please note that the 1989 Budget does include funds for the purchase of these additional cruisers. Analysis/Evaluation of Bids As reflected in the attached bid tabulation, the City received four bids from the following dealers: * George Byers Sons, Inc. * Bob McDorman Chevrolet, Inc. * Byers Chevrolet * Bobby Layman Chevrolet ~ During the process of evaluating the bids, Staff determined that, although the lowest bid was submitted by George Byers Sons, Inc. , said bid deviated from the equipment specifications in the following five major areas: * Police Package * Wheelbase * Engine * Seats * Floor Covering The second lowest bid, submitted by Bob McDorman Chevrolet, Inc. met the equipment specifications in all areas except for the carburetor. The four-barrel carburetor listed in the equipment specifications is not available on the 1989 Chevrolet Caprice. The 1989 Chevrolet Caprice is fuel injected. This deviation was deemed to be minor in nature. It should be noted that the bid documents allow the City the right to reject any or all bids, to waive any or all irregularities, deficiencies, or deviations in a bid, and to accept the bid which, in the City's judge- men t , is in the best interest of the City and which, in the City's opinion, is the lowest and best bid. Conclusion In the final analysis, in Staff's judgement, the bid submitted by Bob McDorman Chevrolet, Inc. more fully complies with the equipment specifica- tions and, therefore, in Staff's opinion, is the lowest and best bid. Therefore, Staff recommends that, in the best interest of the City, the bid submitted by Bob McDorman Chevrolet, Inc. in the amount of $41,202.00 be accepted.
