AN ORDINANCE TO ACCEPT AN

IN JEROME TOWNSHIP TO THE
CITY OF DUBLIN, OHIO
WHEREAS, said annexation has been approved by the Union County Commission
ers, and Council is of the opinion that said territory should be annexed.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 6 of the elected members concurring:
Section 1. That the petition for the annexation of 9.398 acres (see
attached legal description) to the City of Dublin, Ohio is hereby
accepted.
Section 2. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

SOUGHT TO BE ANNEXED TO THE CITY OF DUBLIN
Situated in the State ot Ohio, County ot Union, Township of
Jerome, being in Virginia Military Surveys No. 5162 (6152) and
No. 3014, containing 9.398 acres of land, more or less, said
9.398 acres being part of that tract of land (84.464-acres of
land, more or less, according to a survey by Bauer, Davidson &
"Merchant, Inc.) described in the deed to Richard H. Greiner and
Barbara A. Greiner, of record in Deed Book 232, Page 37,
Recorder's Office, Union County, Ohio, in Deed Book 334, Page
551, Recorder's Office, Delaware County, Ohio and in Deed Book
2882, Page 519, Recorder's Office, Franklin County, Ohio, said
9.398 acres of land being more particularly described as follows:
Beginning, for reference, at the point of intersection of
the centerline of Manley Road with an easterly line of Union
County, the same being the westerly line of Delaware County,
said reference point of beginning also being an angle point in
the existing corporation line of the city of DUblin, Ohio as the
same was established by the Village of Dublin, Ohio Ordinance
No. 13-73 and described in Miscellaneous Record Volume 159, Page
39, Recorder's Office, Franklin County, Ohio, said reference

A motion was made by Max E. Robinson and seconded by Ernest
Bumgarner to receive the Petition for Annexation to the City of
Dublin signed by Richard H. and Barbara A. Greiner, praying for
annexation and filed with the Union County Commissioners June 21, 1988.
A hearing date for said Petition for Annexation has been set for
Monday, September 12, 1988 at 2:00 p.m. and all advertising
requirements will be satisfied by the Agent for the Petitioners.

OF 9.398 ACRES, MORE OR LESS, IN THE TOWNSHIP
OF JEROME
TO THE BOARD OF COUNTY COMMISSIONERS
OF UNION COUNTY, OHIO
The undersigned, Petitioners in the premises, and being all
of the owners of real estate in the territory described,
consisting of 9.398 acres, more or less, in the Township of
Jerome, which is contiguous and adjacent to the City of Dublin,
do hereby pray' that said territory be annexed to the City of
Dublin, according to the Statutes of the State of Ohio.
A full and accurate description and a plot of said territory
so prayed to be annexed is attached hereto and made a part
hereof.
In support of said Petition, petitioners state that there
are within the territory prayed to be annexed, two owners of real
estate.
William K. Root is hereby appointed Agent for the
undersigned petitioners, as required by Section 709.02 of the
Revised Code Ohio. Said Agent is hereby authorized to make any
amendment and/or deletion which in his absolute and complete
discretion is necessary or proper under the circumstances then
existing, and in particular to make such amendment in order to
correct any discrepancy or mistake noted by the Union County
Engineer in his examination of an amended plat and description to
the Board of Commissioners on, before, or after the date set for
hearing on this Petition.

Mr. Glenn Irwin offered the following resolution:
Pursuant to a resolution adopted by the Board of County C~issioners
on the 21st day of June, 1988, fixing the 12th day of September, 1988,
for hearing the petition of Richard H. and Barbara A. Greiner praying for
the annexation of certain territory in Jerome Township to the City of

certain affidavits were received, and the Board of County Commissioners
finds as follows:

l. The petition contains all matter required by law including, without
limitation, R.C. 709.02, to wit;
a. A full description and accurate map (or plat) of the territory
sought to be annexed.
b. A statement of the total number of owners of real estate in the
territory sought ,to be annexed.
c. The name of the person to act as agent for the petitioners.
2. The matters alleged in the petition are true.
3. Notice of the petition has been published las required by law,
and all notices of filing the petition and the hearing thereon have
been given and delivered as required by law.
4. The persons whose names are subscribed to the petition are owners
of real estate in the territory described in the petition, and as of
the time the petition was filed, the number of valid signatures on
the petition constituted a majority of the owners of real estate in
the territory proposed to be annexed. None of the signatures has been
withdrawn pursuant to R.C. 709.03 or 709.032.

The undersigned, petitioners in the premises, and being all
of the owners of real estate in the territory described,
consisting of 9.398 acres, more or less, in the Township of
Jerome, which is contiguous and adjacent to the City of Dublin,
do he~eby pray' that said territory be annexed to the City of
Dublin, according to the Statutes of the Sta~e of Ohio.
A full and accurate description and a plot of said territory
so prayed to be annexed is attached hereto and made a part
hereof.
In support of said petition, Petitioners state that there

A Public Hearing was held at 2:00 p.m. in the office of the Union
County Commissioners for the purpose of considering a Petition for
Annexation of 9.398 acres, more or less~ in Jerome Township, whYch is
contiguous and adjacent to the City of Dublin. David Resch attended the
hearing on behalf of the petitioners. The petition was filed on June
J21, 1988.,
In attendance at the hearing presided over by Glenn W. Irwin,
President of the Union County Commissioners were: ,
Attorney David Resch, agent for the petitioners; Tim Hansley, Howard S.
Adams, Patrick Bowman, Glenn W. Irwin, Max E. Robinson, Ernest Bumgarner,
and Rebecca Roush.
The petition, description and plot of territory, county engineers'
opinion, and proof and publication were filed with the commissioners.
Mr. Howard Adams spoke on behalf of the petitioners for Mr. Resch.
He showed on, the map the section that is to be annexed and explained the
need for desirable open space for children to play, etc. Mr. Irwin asked
why it is to be served by the Plain City Fire Department. Mr. Hansley
stated because Dublin does not have a City fire department as of yet.
There being no further comments or objections, the hearing was
adjourned at 2:10 p.m.

~IEREAS, a petition for the annexation of 9.398~ acres from Jerome Township
was duly filed by William K. Root, the Agent for the petitioners; and
I. ~IEREAS. the intended use of the property is to fulfill the municipality's
open space requirements; and
~IEIttAS, a public hearing will be required before the Unlion County Board of
Commissioners on September 12, 1988; and
I WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to
said hearing, the Municipal Authority shall adopt a statement indicating
what services, Hany, the Municipal Corporation will provide to the
territory proposed for annexation.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, 6 of the elected members concurring that;
Section 1. The City of Dublin will provide the following municipal services

PUBLIC HEARING RE: PETITION FOR ANNEXATION TO THE CITY OF DUBLIN OF
9.398 ACRES, MORE OR LESS, IN THE TOWNSHIP OF JEROME ~ RICHARD H. AND
BARBARA A. GREINER
A Public Hearing was held at 2:00 p.m, in the office of the Union
County Commissioners for the purpose of considering a Petition for
Annexation of 9.398 acres, more or less, in Jerome Township, which is
contiguous and adjacent to the city of Dublin. David Resch attended the
hearing on behalf of the petitioners. The petition was filed on June
21, 1988.
In attendance at the hearing presided over by Glenn W. Irwin,
President of the Union County Commissioners were:
Attorney David Resch, agent for the petitioners; Tim Hansley, Howard S.
Adams, Patrick Bowman, Glenn W. Irwin, Max E. Robinson, Ernest Bumgarner,
and Rebecca Roush.
The petition, description and plot of territory, county engineers'
opinion, and proof and publication were filed with the commissioners.
Mr. Howard Adams spoke on behalf of the petitioners for Mr. Resch,
He showed on the map the section that is to be annexed and explained the
need for desirable open space for children to play, etc, Mr. Irwin asked
why it is to be served by the Plain City Fire Department. Mr. Hansley
stated because Dublin does not have a City fire department as of yet.
There being no further comments or objections, the hearing was
adjourned at 2:10 p.m.

ACRES, MORE OR LESS, IN JEROME TOWNSHIP - RICHARD H. AND BARBARA A.
GREINER
Mr. Glenn Irwin offered the following resolution:
Pursuant to a resolution adopted by the Board of County C~issioners
on the 21st day of June, 1988, fixing the 12th day of September, 1988,
for hearing the petition of Richard H. and Barbara A. Greiner praying for
the annexation of certain territory in Jerome Township to the City of
Dublin, the same came on for hearing and all persons appearing for or
against the annexation were here and certain affidavits were heard and
certain affidavits were received, and the Board of County Commissioners
finds as follows:
1. The petition contains all matter required by law including, without
limitation, R.C. 709.02, to wit;
a. A full description and accurate map (or plat) of the territory
sought to be annexed.
b. A statement of the total number of owners of real estate in the
territory sought to be annexed.
c. The name of the person to act as agent for the petitioners.
2. The matters alleged in the petition are true.
3, Notice of the petition has been published as required by law,
and all notices of filing the petition and the hearing thereon have
been given and delivered as required by law.
4. The persons whose names are subscribed to the petition are owners
of real estate in the territory described in the petition, and as of
the time the petition was filed, the number of valid signatures on
the petition constituted a majority of the owners of real estate in
the territory proposed to be annexed. None of the signatures has been
withdrawn pursuant to R.C. 709.03 or 709.032.
50 The territory included in the annexation is not unreasonably large.
6, The territory proposed for annexation is adjacent to the City of
Dublin 0
7. The map (or plat) and the description of the territory contained
in the petition are accurate.

8. The general good of the territory sought to be annexed will
be served if the annexation petition is granted and the annexation
is allowed.
It is therefore ordered that the prayer of the petition be and is hereby
granted and that the territory described in the petition be annexed to the
ci ty of Dublin. It is further ordered that the final transcript of this
Board relating thereto together with the accompanying map and petition and
all of the papers pertaining thereto to be delivered forthwith to the
Auditor (or Clerk) of the City of Dublin.

TO SET FORTH A STATEMENT OF MUNICIPAL SERVICES
TO BE PROVIDED TO THE AREA IN A PROPOSED ANNEXA-
TION OF 9.398~ ACRES FROM JEROME TOWNSHIP-UNION
COUNTY TO THE CITY OF DUBLIN, OHIO, AS REQUIRED
BY SECTION 709.031 OF THE OHIO REVISED CODE
WHEREAS, a petition for the annexation of 9.398!. acres from Jerome Township
was duly filed by William K. Root, the Agent for the petitioners; and
WHEREAS, the intended use of the property is to fulfill the municipality's
open space requirements; and
WHEREAS, a public hearing will be required before the Union County Board of
Commissioners on September 12, 1988; and
WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to
said hearing, the Municipal Authority shall adopt a statement indicating
what services, if any, the Municipal Corporation will provide to the
territory proposed for annexation.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, 6 of the elected members concurring that;
Section 1. The City of Dublin will provide the following municipal services
for the 9.398!. acres in Jerome Township-Union County upon the annexation of
said area to the City of Dublin, Ohio:
Police The City provides Police service on a full twenty-four
hour basis and communications are contracted from Perry
Township. The City also has mutual aid agreements with
~ other municipalities.

.~ I .s by the Plain City Fire Department in Union County.
~ ~ This service would not change with annexation. They
~ 0 maintain mutual aid agreements with Washington, Perry
