AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR THE
1981 STREET IMPROVEMENTS, AUTHORIZING THE MANAGER
AND FINANCE DIRECTOR TO EXECUTE A CONTRACT: AND
I DECLARING AN EMERGENCY.
WHEREAS, pursuant to required advertising, bids have been received for
the 1981 Street Improvements and;
WHEREAS, Council has determined that the bid of IfrtfJ;>>J<I S~i2 .1I~/f
for said improvements in the amount of $ IV~1fa 1S
the lowest/best bid:
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, ;r of the elected members concurring:
SECTION ,1. That the bid of MI'JrIhtnYJ;/ 510ft!!. ~/f for 1981 Street
Improvements in accordance with specifications on file in the office of
the Manager be and hereby is, accepted.
SECTION 2. That the Village Manager and the Finance Director be, and
they hereby are, authorized and directed to execute a contract on be-
half of the Village with the said J{Dr/~LiJ~ S~n~ ~A~"4/1
for the 1981 Street Improvements. .
SECTION 3. That this Ordinance is declared to be an emergency measure
for the immediate preservation of the public peace, health and safety
and for the further reason that Street Improvements are presently needed
and therefore this Ordinance shall take effect and be in force immediate-
I ly upon its passage.

AN ORDINANCE PROVIDING rOR THE SUBMISSION TO THE
I ELECTORATE or AN AMENDMENT TO SECTION 4.11 or THE
CHARTER or THE VILLAGE or DUBLIN AND DECLARING AN
EMERGENCY.
BE IT ORDAINED by the Council of the Village of Dublin, Counties of rrank-
lin and Delaware, State of Ohio, two-thirds of the members elected thereto
concurring:
Section l. That the question of the Amendment of Article IV, Section 4.11
of the Charter of the Village, so that, as amended the same shall be submitted

to a vote of the qualified electors of the Village at the General Election to
be held on Tuesday, the 3rd day of November, 1981, at the regular places of
voting in the Village and read as follows:
4.11. ZONING MEASURES.
,-I (a) Ordinances and resolutions establishing, amending, revising, changing
or repealing zoning classifications, districts, uses or regulations shall be
~
introduced by a member of Council after submission by the applicant in accor-
dance with the Zoning Code, of a duly completed application for the zoning
establishment, amendment, change, repeal or revision desired or by Council, on
its own initiative for such changes as may be necessary in the public interest.
Immediately after the first reading of the ordinance or resolution, the propos
ed ordinance or resolution shall be submitted to the Planning and Zoning
Commission for consideration at the next regular meeting of the Commission
which occurs not less than seven (7) days following the first reading of the
ordinance or resolution. The Chairman of the Planning and Zoning Commission
shall make certain that the proposed ordinance or resolution is placed on the
agenda for such meeting as specified or at the next special or regular meeting
I called for such purposes.
The Planning and Zoning Commission shall, by a roll call vote, authorize
the Secretary of the Commission to issue a written notice of the Commission's
recommendations to the Clerk of Council. In no event shall such recomrnendatior s
be submitted to Council unless a majority of the members of such Commission fil st
