" - I . i -2- f I t I 100 FEES REQUIRED Any person desiring to do or cause to be done any work for which a permit is required by the Building Code, shall at the time the permi t is issued therefore pay a fee in the amount fixed by I this chapter. When work for which a permit is required by the Building Code is started prior to obtaining such permit, the fees may be doubled, as required by the C.E.O., but the payment of such double fee shall not relieve any persons from fully complying wi~b the re- quirements of the Building Code in the execution of the work nor from any other penalties prescribed. However, this double fee shall not apply to any emergency or urgently necessary work if a permit for such work is obtained as provided for. 101 PLANS EXAMINATION FEES Plans examination fees shall be assessed according to the following schedule: Additions and alterations to existing apartment buildings not over two stories high, and associated garages and accessory buildings-- $6.00 per building New buildings and any additions and alterations to existing buildings-- $5.00 up through the first 1000 square feet of area, plus $.50 for I each additional 100 square feet, or fraction thereof. For buildings not more than two stories the fee shall not exceed $500.00 per building. 102 BUILDING PERMIT FEE: NEW BUILDING AND ADDITIONS (a) Building permits for new building and addition to existing building shall be issued to include only the work shown on the approved plans or specifications. (b) Building permit fees for new buildings and additions to existing buildings shall be based on floor or surface area to be computed as follows: (1) All floor or surface including garage, carport, base- ment, cellar and sub cellar floors, measuring the side dimensions at each floor level. (2) Crawl spaces and attic areas shall not be included. (3) In building or areas where there are no walls, the area enclosed by the outside dimensions of the support- I ing columns shall be included. (4) In buildings or areas where a roof is supported by a single row of columns the horizontal projected area of the roof shall be included. (c) Based on the computation of the floor or surface area the building permit fees for new buildings and additions to existing buildings shall be assessed according to the follow- ing schedule: . - .. .' - . -3- Garages and accessory buildings: $20.00 for the first 1,000 square feet, plus $1.50 for each additional 100 square feet or fraction thereof I All other buildings: $50.00 plus $2.25 'for each 100 square feet of area, or fraction thereof; the maximum fee is $20,000 per building. Parking lots or similar facilities for which separate permits are required because the lots or facilities are not constructed at the same time as, and under the permits originally issued for the building associate with them: $20.00 per lot or facility 103 BUILDING PERMIT FEE: ALTERATIONS (a) Building permits for alterations of existing, multi- story buildings shall ,require a separate permit for each floor, except that all floors occupied by a single:tenant shall require only one permit. (b) Building permits for alterations of existing buildings shall be issued to include only the work shown on the approved plans or specifications. I (c) Building permit fees for alterations shall be assessed according to the square feet of remodeled,area as follows: o through 1000 $ 50.00 1001 through 2000 $ 60.00 2001 through 3000 $ 70.00 3001 through 4000 $100.00 4001 through 5000 $125.00 5001 through 6000 $150.00 6001 through 7000 $175.,00 7001 through 8000 $200.00 8001 through 9000 $225.00 9001 through 10,000 $250.00 Over 10,000 $250.00 plus $1.50 for each additional 100 square feet, or portion thereof. 104 BUILDING PERMIT FEES Industrial Units, Prefabricated Assemblies and Relocated Buildings , Building permit fees for industrialized units, prefabri- cated assemblies and relocated buildings shall be assessed according to the following schedule: Industrialized units approved by the Ohio .. > 50% of the fees - Department of Industrial Relations required under Sec. 102, 108, 111 Prefabricated Assemblies Same fees as required under Sec. 102,108, 110, and 111 Relocated buildings 50% of the fees re- quired in Sec. 102 ,. ." ~ . , -4- 105 BUILDING PERMIT fEES: Rehabili tation (a) Building permits for rehabilitation of existing buildings I shall be required whenever any of the following conditions apply: (1) The proposed work will not involve any change, rearrange- ment or other modi fication in the construction or exit facilities, or the movement of any partitions from one location to another. (2) Only interior or exterior repair work, or both, is to be done, and the work is due to, and usually involving, one or more of the mechanical or electrical systems. (3) The work to be done shall be to restore the building exactly to its original design and shape, and shall involve only the removal and replacement in kind of structural or non-structural members, or both, damage by factors including, but not limited to fire, storm, termites or vandalism. (b) Submission of a list of approved specifications indicating the work to be done shall be sufficient to obtain a build- ing permit for rehabilitation. (c) If changed circumstances cause alteration of a building , to be necessary or desirable after rehabilitation work has begun, a building permit for the alteration shall be re- quired in addition to the building permit for rehabilitation already issued. (Does not apply to one, two, or three family dwellings.) . .. .' . . -5- 107 REINSPECTION fEES In the event that work covered by any permit or inspec- tion required by the Building Code is not installed or J completed, or both, in accordance with the Code, thereby requiring one or more inspections, the C.E.O. shall assess a fee for each reinspection. This reinspection fee shall equal the original permit or inspection fee but shall not exceed $30.00 for each re- inspection required to achieve Code compliance. The C.E.O. may waive the requirement for a reinspection fee. 108 WARM AIR HEATING AND VENTILATION PERMIT fEES (a) Warm air heating and ventilation permits shall be required as follows: (1) Residential Only one warm air heating and ventilation permit shall be required for' each residential building of: R-2 use group, not over two stories' high. (2) Non-Residential for all other buildings not included above, a separate I' warm air heating and ventilation permit shall be required for each certified address. (3) Permits for alterations of existing, multi-story build- ings shall require a separate permit for each floor, except that all floors occupied by a single tenant shall require only one permit. (4) Whenever repair of a warm air heating device necessi- tates replacement of a heat exchanger or burner assembly a minimum fee shall be required. (b) The minimum warm air heating and ventilation permit fee shall be $8.00. (c) War~ air heating and ventilating permit fees shall be assessed according to the following schedule: (1) New and existing buildings Warm air heating systems to include heating units, toilet room exhaust fans not exceeding 100 CfM, and all duct out- lets and inlets. The permit shall describe devices in- stalled and capacities of each device and the fee shall be based on the total installed BTU/hr. found in the following chart. (d) Warm air heating and ventilating permits shall be required for alteration or extension of supply and retuwQ ducts where heating and ventilating systems are existing. Permit fees for the duct work shall be assessed according to the following schedule: DUCIOUTlETS FEE 1 through 10 $8.00 11 through 30 $18.00 Over 30 $18.00 plus $5.00 for each additional 10 openings or portion thereof r (e) Warm air heating and ventilation permits shall be required for gas or oil conversion burners and the fees for said permits shall be assessed according to part c(2) of this Section. ( f) Warm air heating and ventilating permits shall be required for duel....fuel burners where equipment is and has been existing but was installed and fired with one fuel on original permit. The permit shall be for installation and firing with the standby fuel and the fees for said permit shall be assessed according to part C(2) of this Section. (g) Warm air heating and ventilation permits shall be required for infrared heaters and the fees for said permits shall be assessed for the total BTU's according to part C(2) of this Section. (h) Warm air heating and ventilation permits shall be required for stokers and shall be assessed according to the following schedul e: 30 pounds per hour of feed or less $25.00 Over 30 pounds per hour of feed $25.00, plus $5.00 for each additional 10 pounds of feed per hour, or portion thereof; the maximum fee is $500.00 I (i) Warm air heating and ventilation permits shall be required for commercial clothes dryers and the fees for said permits shall be assessed according to part C(2) of this Section. No warm air heating and ventilation permit shall be required for domestic clothes dryers under 30,000 BTU/hr. or 9,000 watts. (j) Warm air heating and ventilation permits for warm air heating devices with variable input burners shall be assessed on the maximum inputs of the device. ", , -7- (k) Warm air heating and ventilation permits shall be required for incinerators and crematories and the fees for said per- mits shall be assessed according to part C(2) of this section. (1) Warm air heating and ventilation permits shall be required I for solar warm air heating systems and the fees for said per- mits shall be based upon BTU's at 400 BTU per square feet of solar panel and shall be assessed according to part C(2) of this Section. (m) Warm air heating and ventilation permits shall be required for retrofit automatic flue dalTl>ers on warm air heating de- vices and domestic hot water heaters and the fee for said permits shall be assessed at $10.00 per unit. (n) Warm air heating and ventilating permits shall be required for wood or coal burning stoves connected to a central heating system and the fee for said permits shall be $18.00 per unit. 109 ENVIRONMENTAL COMFORT SYSTEMS RESIDENTIAL (a) Permits shall be required as follows: -' (1) Residential Only one permit shall be required for each residential building of: R-2 use group not over two stories high, " (2) Non-Residential For all other buildings not included above, a separate heating, air conditioning, and refrigeration permit shall be required in accordance with Sections 108 and 110. (b) For the purpose of this section, environmental comfort systems shall include heating, air conditioning, hllJmidification, air cleaning, ventilation devices~ and all ducts outlets and in- lets in each dwelling unit. (c) Whenever repair of any environmental comfort system or heat pUITl> necessitates replacement of a major component, a permit shall be required and a fee shall be assessed in accordance with the appropriate heating or refrigeration schedule '" (Sections 108 or 110). (d) Permit fees shall be assessed as follows: (1) Residential - Each New and Existing Building Multiple Family Dwelling $18.00 per unit , 110 REFRIGERATION .PERMIT FEES (a) Refrigeration permits shall be required as follows: (1) Residential Only one refrigeration permit shall be required for each residential building of: R-2 use group, not over two stories high. ~.;,"'" 4 (2) Non-Residential For all other buildings not included above, a separate refrigeration permit shall be required for each certified address. .> ~. -" ~-~';' ..~~",,.',",,- . " . . -8- (3) Whenever repair of environmental or product refrigeration systems necessitates replacement of component parts, a major component part shall be a non-hermetically sealed compressor, condenser, receiver, accumulator or evaporator. I (b) The minimum refrigeration permit shall be $15.00 (c) For all refrigeration permit calculations 12,000 BTU shall be equal to one ton of refrigeration or one horse- power. (d) Refrigeration permit fees shall be assessed as follows: (1) Residential refrigeration - Each New Building Per dwelling unit $10.00 . (2) Non-Residential refrigeration - New and Existing Buildings. BTU/HOUR o through 60,000 $15.00 60,001 through 120,000 $20.00 120,001 through 180,000 $25.00 180,001 through 300,000 $35.00 Over 300,001 $35.00 plus $2.00 for each additional 60,000 BTU/hr., or portion thereof. Refrigeration system shall include all condensing uni ts, " evaporators, and refrigeration accessories. Replacement of condensing units, evaporators, and refrigeration accessories. Replacement of condensing units shall be assessed fees in accord- ance with this schedule and to include the electrical inspection of the final connection, not to exceed five feet beyond equipment. (e) Refrigeration permit fees for cooling towers shall be assessed according to the following schedule: Up to and including 50 tons $18.00 Over 50 tons $18.00, plus $10.00 for each additional 100 tons or portion thereof. (f) Refrigeration permit fees for evaporative coolers shall be assessed according to the following schedule: o through 4000 CFM $18.00 Over 4000 CFM $18.00, plus $10.00 for each additional 5,000 CFM or portion thereof. (g) Refrigeration permits for installation of product refrig- I eration shall be required as follows: Whenever repair of non-residential environmental product refrigeration systems necessitates replacement of com- I ponent parts, a major component part shall be a non- hermetically sealed compressor, condenser receiver, accumu- lator or evaporator. (h) Refrigeration permit fees for installation of product refrig- eration systems shall be assessed according to the following schedule: , . . Refrigeration systems shall include all condensing units, evaporators, and refrigeration accessories. The p ermi t shall describe devices installed and capacities of each device and the fee shall be based on the total installed BTU/HR. One evaporator shall be included with each condensing unit listed as a device on the permit schedule. A fee of $1.00 for each additional evaporator listed on the same permit shall be assessed. Heat reclamation coil in con- junction with refrigeration system shall be assessed a feeGOf $18.00 (i) Refrigeration permit fees for alteration of environmental or product refrigeration systems shall be assessed accord- ing to the schedule for installation of such system. (j) Refrigeration permit fees for repair of non-tesidential environmental or product refrigeration systems shall be assessed according to the following schedule: r, o through 300,000 BTU/HOUR $15.00 Over 300,000 BTU1HOUR $35.00 (k) Refrigeration permits shall be required for solar refrig- eration systems and said permits shall be based on 400 BTU per square foot of solar panel assessed according to schedule for installation df such systems set forth in part 2(D) of this Section. 111 STEAM AND HOT WATER HEATING PERMIT FEES (a) Steam and hot water permits shall be required as follows: (1) Residential Only one steam and hot water perffift shall be required for each residential building of: R-2 use group, not over two stories high. (2) Non-Residential For all other building not included above, a separate steam and hot water permit shall be required for each , certified address. . (b) Minimum Fee For any steam and hot water heating permit the minimum fee shall be $8.00. Whenever modification of a steam or hot water boiler necessitates revision of the safety con- trol sequence a minimum permit fee shall not be assessed. . (g) Steam and hot water heating permits shall be required for , duel fuel burners where equipment is or has been existing on boilers but was installed and fired with one fuel on original permit. This permit shall be for installation and firing with the standby or second fuel and the fee for said permit shall be assessed according to the schedule set forth in Section 111. (h) Steam and hot water heating permits for boilers with vari- able input burners shall be assessed on the maximum inputs. . . .. . . . -11- (i) Steam and hot water heating permits shall be required for stokers and the fees for said permits shall be assessed according to the following schedule. I 30 pounds per hour of feed or less $25.00 Over 30 pounds per hour feed $25.00, plus $5.00 for each additional 10 pounds of feed per hour, or portion thereof; the maximum fee is $500.00. (j) Steam and hot water heating permits shall be required for retrofit automatic flue dalfl>ers on boilers and the fee for said permits shall be assessed at $10.00 per unit. (k) Steam and Hot water heating permits shall be required for soiar panels or systems connected to hot water heating systems and the fees for said permits shall be based upon BTU's at 400 BTU per square feet of solar panel and shall be assessed according to Section 111 (c). 112 PREFABRICATED FIREPLACE, WOOD OR COAL BURNING STOVE FEES The permit fee for a permit to install a non-electric heating device not interconnected or not to be interconnected with central heating systems such as prefabricated fireplaces, or wood or coal , burning stoves shall be $15.00. This permit shall be subject to regular heating inspection procedures. Installations requiring interconnection with central heating systems are covered in Section 108. 113 CERTIFICATE OF OCCUPANCY FEES Certificate of Occupancy fees shall be assessed according to the following schedule: Certificate of Occupancy (partial or final) $10.00 each 30 day telfl>orary certificate of Occupancy for apartment building not over two stories $25.00 each All other buildings $75.00 each 114 FIRE PROTECTION SYSTEMS (a) Fire Protection System permits shall be required as follows: (1) Residential (a) Exelfl>tion: Except as required by Section 114(c) (1), , low vol tage systems installed in residential building of R~3, :use ,gtoUpshall;")lle:-'exenflb}fromvthe'proSlfsions of,;this, Section. (b) Only one Fire Protection System permit shall be re- quired for each residential building of: R-2 use group, not over two stories high. "" - . -12- (b) The minimum fee for a Fire Protection System permit shall be $8.00 (c) Fire Protection permit - fire detection and alarm systems. I (1) Fire Protection permits shall be required for fire detectionandalarm:systemsas follows: (a) Fire detection and alarm systems include line >, voltage (over 49 volts) and low voltage (49 volts or less) system. (b) Only a licensed electrical contractor shall be issued a permit to install a line voltage system. (c) All line voltage connections of a low voltage system shall be by a licensed electrical con- tractor, and shall require an electrical permit. (2) Fire Protection permit fees for fire detection and alarm systems shall be assessed according to the following schedule: (a) Fire detection and alarm systems in all occupan- cies, outlets, detectors, alarms horns, audible signaling appliances, loudspeakers, manual fire alarm boxes, or similar devices or fire detection and alarm systems. , - Through the first 1,000 $.25 each - Over 1000 .10 each (d) Fire Protection Permit - automatic fire suppression systems. (1) Fire Protection permits shall be required for automatic fire suppression systems as follows: (a) Construction of accessory on-site eater sapply and fire pump buildings or structures shall re- quire separate building permits and fees, in addition to Fire Protection permits and fees. (b) On-site water supply piping shall be included ".,> ,~ in the fire protection system permit issued for the building. (c) No permits or fees shall be required for portable fire extinguishers or fire protection systems within kitchen range hoods, and ducts. ( 2) Fire Protection permit fees for automatic fire suppres- sion, systems shall be assessed according to the following schedule: " (a) Standpipe $10.00 (b) On-site water supply piping beyond the water meter installation $18.00 per/bldg. (c) Installation of new automatic fire suppression system or alteration of existing system $1.00 per sprinkler head. Maximum fee $500.00 . '..... ..... " ~ " r _ A -13- 115 ADVANCE CONSTRUCTION STARTS (a) The C.E.O. may issue a permit to start construction prior to the issuance of a Building Permit, or before the entire I plans and specifications for the building or structure have been submitted or approved, provided that adequate information and details have been submitted, which corrply with the pertinent requirements of this Code. , (b) These permits shall not be issued until after final zoning approval has been obtained for the new construction. (c) The holder of a permit to start construction prior to the issuance of a Building Permit, may proceed only to the point of construction for which that permit has been given and at his own risk, and without any expressed or implied assur- ances that the approval for the entire building or structure will be granted. (d) ftJundation'.P.ermi t The C.LO. may issue a foundation permit to start the con- struction of the foundation.
