The first of these would be to operate as part of the VWa&e staff ~ the direction and supervision of the Village M~ in plannlnS matters. The second would be the analysis, preparation, and completion of special projects. PLANNING CONSULTANT Plan~Const.dtant Work Elements 1. The Plannq Consultant will operate as part of the Village staff, will beuncler the directlon'and supwvblon of the Village Manager and will have primary responsi- bllity.to- assist the Planning and Zoning Commission as their assigned staff. 2. COnsultant will consult and advise with all Village boards and offidels,. as per tile VWaaei Manager's instructions, on zoning, land use, traffic and other mattersreJative to development within the Village of Dublin. . 3. The Plamlng Consultant will. provide detailed technical review of development proposals and mrWlg proposals presented to the Planning and Zoning Commission and VlUage Council. F ... The PlaMing . GuideJirtes-for-Plann!nt-Consultant-ACtivities " J In performing the consulting work elements, the Planning Consultant will: 1~ Appoint two 1ncf1viduals with both the knowledge and capability of operating as PJanrtin& Consultant staff members to enable consistency and continuity of service to Dublin. 2. 3. . --- lr..>,.,i 1 , " , '" .' . ~ ) . 4. The- Planning Consultant will prepare and manage a biannual joint planning meeting/seminar, with both the Planning and Zoning Commission and Village Council, to discuss and reviewtlevelopmentactivity, development trends, needs and concerns. .5. The Planning Consultant would assist present Village staff in meeting with developers, property owners, etc. on an as needed basis. It is strongly recom- mended that all meetings that pertain to a zoning application or development plan . I be held in the presence of the Village Manager or other Village staff person. 6. . The Planning Consultant will not undertake or participate in any private appli- cation for zoning within the Village of Dublin determined detrimental to Dublin's best interest by the Village Manager. The Planning Consultant will not undertake private zoning work for property adjacent to the Village of Dublin. The firm will not be precluded from competing for architectural work within the Village limits of Dublin for presently zoned property. (e.g. the Dublin/Stouffers Inn). 7. . The Planning Consultant in all cases will exercise complete professional and ethical judgement and will be committed to the best interest of the Village of Dublin and its citizens. SPECIAL PROJECTS The proposed scope of services includes a series of specialized planning efforts to meet ~' what we feel, in our evaluation of Dublin's needs, represent top priority efforts: 1. Zoning Code Revisions We envision the need for updating and correcting deficient areas within the present zoning. code. Example areas should include yard requirements for non-residential districts, determination. of building lines, parking requirements and completion of a revised sign code at the earliest possible date. I 2. Environmental Review District (ERD) While we recognize the potentially controversial nature of this proposal, we .- recommend that Dublin seriously consider examining, reviewing and potentially adopting an environmental review district for Route 161!Route 33 as Dublin's "main street". Possible sub-areas could include Post Roadand/or Frantz Road. An ERD would entail first developing a list of guidelines for development which may involve suggestions as to building materials, signage, frontage treatment, etc. A review prOCess would then be required to analyze the proposed development within the ERD with the purpose of achieving a level of consistency and quality of development along Dublin's "front door". 3. Fiscal Impact Overview We strongly feel that those involved in land-use decisions in Dublin need to have a better understanding of the fiscal consequences of present development trends. We would propose to work directly with the Village Manager to analyze existing fiscal patterns and to project how presently zoned. property and known developments may alter the fiscal picture of Dublin. We would envision assisting and establishing a semi-annual update of such fiscal information for continued reference in both land- ~--- 4.- -J . . We would not envision, under the initial scope of this effort,. clevelopment of a more sophisticated procedure by which individual applications could be reviewed. This could be approached following the Villagers review of the' initial fiscal impact information system and overall decision making needs. 4. Joint Planning Seminar As briefly discussed in the Planning Consultant Activities section, we would I propose to schedule a biannual joint session of the Planning &: Zoning Commission and Village Council to review needs, problems and progress on both consulting and , special project efforts. We feel that it is essential that aU individuals having an impact upon development decisions should meet and openly discuss how to achieve development expectations. k I .- ., 1- -- . .- 4 "I . We would provide monthly statements per consulting activity to the Village Manager and would establish whatever financial/performance controls necessary to assist the Village in controlling and managing the consultant's activities.
