Foon No. 300x5 54 -12 Passed 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE MUIRFIELD DRIVE TUNNEL IMPROVEMENTS PROJECT AND AUTHORIZING THE CITY MANAGER INTO ENTER INTO A CONTRACT FOR SAID PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code for the Muirfield Drive Tunnel Improvements project; and WHEREAS, Council has determined that the bid submitted by Trucco Construction Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Trucco Construction Company, Inc. in the total amount of $864,069.50 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Trucco Construction Company, Inc. for performance and completion of the Muirfield Drive Tunnel Improvements Project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Richardson, P.E., P.S., Engineering Manager - Design Memo Re: Resolution No. 54 -12 - Muirfield Drive Tunnel Improvements - Bid Acceptance Summary On August 9, 2012, two (2) bids were received, publicly opened and read for the Muirfield Drive Tunnel Improvements project, which involves retaining wall repairs and tunnel extensions of existing nine -foot diameter concrete pipe pedestrian tunnels at two locations on Muirfield Drive. One tunnel is located approximately 450 feet south of Whittingham Drive, while the other is located approximately 100 feet south of Tarton Drive. Each tunnel location consists of two tunnels with full- height retaining walls on each end. The retaining walls, composed on masonry block and stone facing mortared in place, have deteriorated over the years and need to be replaced. Considering bike lanes have been programmed for installation on the outside of Muirfield Drive in 2014, the outside ends of each tunnel will be extended by approximately 16 feet to provide sufficient roadway width for the bike lanes and required guardrail offsets. Once the existing retaining walls have been removed and the tunnels extended, new concrete gravity retaining walls will be constructed with synthetic stone facing. Additionally, the roadway pavement will be replaced where removed for the work, new timber guardrail will be installed, and the embankment adjacent to the tunnels will be restored with new turf (grass seed, fertilizer and straw). The Engineer's estimate is $670,000. The funds for construction of this project are from the Capital Improvements Tax Fund. Trucco Construction Company, Inc. submitted the lowest and best bid of $864,069.50. Staff has reviewed all bids and a summary of the bids is listed below. For Council's reference and review, a reduced set of project construction drawings has been placed in the Council Planning Room. Staff has compared the Engineer's estimate to the two bids received. Several factors likely generated higher costs than estimated. First, the project is not a routine tunnel repair and retaining wall project, thereby making it difficult to accurately estimate certain costs. The project has several components - there are four sloped concrete retaining walls to construct at two separate tunnel locations for a total of eight retaining walls. First, the project is not a routine tunnel repair and retaining wall project, thereby making it difficult to accurately estimate certain costs. Second, several of the units prices bid were higher than those estimated, for example, instance the 610 cubic yards of Class C concrete to be placed for the retaining walls at $525.00 per cubic yard (for a total of $320,250). Another likely factor impacting the bids is the performance of the project in the fall construction season, at a time when many contractors and subcontractors have already committed to other projects. In late February of 2011, a portion of the existing retaining wall on the east end of the tunnel located south of Whittingham Drive collapsed after a heavy rain storm. At the direction of Dublin staff, Strawser Paving Company (Strawser) removed the retaining wall, extended the tunnel 24 feet with the installatior of nine -foot diameter concrete pipe, widened the roadway, installed new timber guardrail and restored the turf. The cost of this work was approximately $65,000, which did not include the replacement on the retaining wall. The unit cost bid by Trucco Construction Company, Inc. (Trucco) for constructing a retaining wall with synthetic stone facing at each of the eight locations is $57,000 for the smallest wall location (all eight walls to be replaced vary in height and width). Using the combination of the past cost incurred by Strawser and the retaining wall cost bid by Trucco, these improvements of the eight tunnel ends would total more than $975,000. Staff anticipates the construction to commence before the end of September. Muirileld Drive will remain open to traffic for the duration of the construction, although temporary closure of one lane will likely be necessary during various stages of the work. Staff will carefully coordinate these closures to minimize interruptions to motorists. The scheduled completion for this project is mid - November of this year, dependent upon weather. It is possible that a portion of the work may not be completed until the spring of next year. However, all work will be completed prior to the 2013 Memorial Tournament. Recommendation Staff has thoroughly reviewed the Trucco bid, and although higher than the Engineer's estimate, finds it to be a true and accurate cost to perform this tunnel improvement project. Previous experience with Trucco on several projects over the past ten years has been favorable, including the completion of the UNI- 161 -12.98 Industrial Parkway Project in 2009 -2010.
