Form No. 30065 Resolution No 46 -12 Passer! 2 0 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE GLICK ROAD SHARED -USE PATH, SECTION 2 PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Glick Road Shared -Use Path, Section 2 project; and WHEREAS, Council has determined that the bid submitted by Strawser Paving Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Strawser Paving Company, Inc. in the total amount of $192,489.35 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Strawser Paving Company, Inc. for performance and completion of the Glick Road Shared -Use Path, Section 2 project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this � day of 2012. Richardson, P.E., P.S., Engineering Manager - Design Memo Re: Resolution No. 46 -12 Glick Road Shared -Use Path, Section 2 - Bid Acceptance Summary On August 7, 2012, five (5) bids were received, publicly opened and read for the Glick Road Shared -Use Path, Section 2 project, which involves the construction of approximately 3,000 feet of an 8 -foot wide asphalt shared -use path and concrete ramps along the south side of Glick Road from Muirfield Drive to Carnoustie Drive. The Engineer's estimate for this project is $ 210,000.00. The funds for this project are from the Capital Improvements Tax Fund. Strawser Paving Company, Inc. submitted the lowest and best bid of $192,489.35. Staff has reviewed all bids and a summary of the bids is listed below. For Council's reference and review, a reduced set of project construction drawings has been placed in the Council Planning Room. Staff anticipates the construction to commence in late August. Glick Road will remain open to traffic for the duration of the construction. The scheduled completion date for the project is October 26, 2012. Staff has thoroughly reviewed the Strawser Paving Company, Inc. bid. Previous experience with Strawser Paving Company, Inc. has been favorable, including these recent projects: 2010 Street Maintenance Program and 2011 Street Maintenance Program — Phase 2. Recommendation Staff recommends Council approval of Resolution 46 -12 accepting as lowest and best the bid of Strawser Paving Company, Inc. in the amount of $192,489.35 and authorizing the City Manager to enter into a contract with Strawser Paving Company, Inc. for this project.
