A RESOLUTION SUPPORTING THE 2012 UPPER SCIOTO
WATERSHED BALANCED GROWTH PLAN
WHEREAS, a portion of the Upper Scioto Watershed is located within the boundaries
of the City of Dublin; and
WHEREAS, the Mid -Ohio Regional Planning Commission (MORPC) formed a
Watershed Planning Partnership (WPP) of jurisdictions with planning authority within
the Upper Scioto Watershed, including the City of Dublin, and the WPP then worked
collaboratively to seek broad public input and develop a balanced growth plan for the
Upper Scioto Watershed based on that input; and
WHEREAS, the balanced growth plan identifies Priority Conservation Areas within
the Upper Scioto Watershed to protect critically important ecological, recreational,
agricultural, heritage, public access, and other areas, the preservation of which would
enhance the quality of life of the citizens of the City of Dublin; and
WHEREAS, the balanced growth plan also identifies Priority Development Areas
within the Upper Scioto Watershed, which are areas in which growth or
redevelopment should especially be promoted and through which the economy of the
City of Dublin and of the region encompassed by the Upper Scioto Watershed will be
enhanced; and
WHEREAS, the balanced growth plan also identifies Priority Agricultural Areas within
the Upper Scioto Watershed, which are critical to the regional food system and
therefore should be protected to conserve valuable farm land, while also protecting
surface and groundwater; and
WHEREAS, the balanced growth plan also identifies a variety of recommended tools
and programs through which Priority Conservation Areas can be protected and
enhanced and Priority Agricultural Areas can be preserved for agricultural use while
sustainable development can be driven to Priority Development Areas; and
WHEREAS, the priority areas and other recommendations identified within the
balanced growth plan are consistent with the land use and development
recommendations of the City of Dublin Community Plan and other City planning
documents; and
WHEREAS, while the final balanced growth plan contains recommendations only,
and does not impose any mandatory requirements or limitations on the City of
Dublin, its effectiveness in influencing future growth and development in the Upper
Scioto Watershed will depend on attempting to implement those recommendations;
and
WHEREAS, the balanced growth plan can be most effective in influencing future
growth and development in the Upper Scioto Watershed with the continuing
participation of the jurisdictions with planning authority within the Upper Scioto
Watershed in the Watershed Planning Partnership.
NO]N, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The City of Dublin supports the 2012 Upper Scioto Watershed Balanced
Growth Plan and designated priority areas for the Upper Scioto Watershed and shall
make best faith efforts to implement applicable recommendations of the balanced
growth plan in accordance with the laws of the State of Ohio and the wishes of its
own citizens.

Section 2 . The City of Dublin shall continue to participate in the work of Upper Scioto
Watershed Planning Partnership.
Section 3 . This Resolution shall take effect upon passage in accordance with Section
4.04(a) of the Revised Charter.

Background
Dublin City Council adopted Resolution 40 -10 on September 9, 2010 to join the Mid -Ohio Regional
Planning Commission's Upper Scioto Planning Partnership (USPP), which was initiated to develop a
'balanced growth plan' for the Upper Scioto Watershed. Planning provided an update memo to Council on
May 17, 2012, summarizing the recommendations of the draft balanced growth plan. A copy of the
summary memo is attached.
MORK conducted a public review period for the draft plan in May, 2012 and subsequently incorporated
revisions as requested by community representatives and stakeholders. Staff requested a small number of
technical revisions to the May draft, which were accommodated. These include:
Accurate designation of the West Innovation District and Bridge Street District as potential growth
areas within the watershed planning area.
Designation of existing Stream Corridor Protection Zones within the City of Dublin as Priority
Conservation Areas.
MORPC presented the final draft of the balanced growth plan to the Partnership steering committee on
June 28, 2012 and has requested that partnership members pass a resolution of support for the plan. A
copy of the final draft plan is attached, along with a FAQ sheet provided by MORPC. If endorsed,
implementation of plan recommendations is voluntary and is at the discretion of each member community
endorsing the plan.
Following local endorsement by Partnership communities, MORK will seek state endorsement of the plan.
State endorsement requires formal support by 75 percent of the Partnership communities, including 75
percent of the planning area population and land area. The City of Dublin is one of 29 member
communities within the USPP; it represents over nine percent of the planning area population and nearly
six percent of the total land area. If the plan receives state endorsement, all participating communities will
be eligible for special state incentives associated with the Balanced Growth Initiative. Appendix B of the
attached plan provides a detailed description of eligible state incentives.
MORK also requests that the Upper Scioto Planning Partnership continue to meet annually following
endorsement to provide an opportunity for partners to share information about implementation projects,
discuss opportunities for collaboration and shared funding, and review any needed changes to the
Balanced Growth Plan.

Recommendation
Planning recommends approval of Resolution 41 -12, supporting the 2012 Upper Scioto Watershed
Balanced Growth Plan. If desired, Planning will provide an overview of the plan at Council's August 8
meeting. A MORK representative will also be available to respond to any questions.

Background
Dublin City Council adopted Resolution 40 -10 on September 9, 2010 to join the Mid -Ohio Regional
Planning Commission's Balanced Growth Planning Process. Council also appointed the Director of
Land Use and Long Range Planning as Dublin's representative to MORPC's Upper Scioto Watershed
Planning Partnership. Planning participated in the Partnership's steering committee meetings
throughout the past year as MORK drafted the Upper Scioto Balanced Growth Plan. MORK has
initiated a public review period for the draft Plan from May 1 to May 31, 2012.
Summary of Upper Scioto Balanced Growth Plan
Planning Goals
The Upper Scioto Planning Partnership developed four goal statements to guide the planning effort:
Work together as a watershed partnership to achieve common planning goals and to address
shared social, economic, and environmental concerns.
• Protect, preserve, restore, and enhance the environment, the Upper Scioto River, open space,
recreations areas, and areas that serve natural functions in the watershed. Improve access to
these areas where appropriate.
• Preserve and enhance the unique characteristics of communities within the watershed, whether
they are rural, urban, agricultural, suburban, or old town centers.
• Plan for sustainable growth by maximizing efficient use of infrastructure to promote economic
development and to achieve a healthy balance between land uses in the watershed and in the
relationship between the natural and built environments.
Priority Area Maps
The primary focus of the Balanced Growth Plan is the designation of three types of priority areas:
• Priority Conservation Area: An area where local communities are encouraged to promote the
conservation of land for its unique natural, cultural, recreational or historical value.
• Priority Development Area: An area targeted for future development or redevelopment where the
local communities will promote use of the land, community services, and existing or planned
infrastructure with maximum efficiency while minimizing the impact on the watershed.

The intent of the Priority Area Maps is to identify the most significant opportunities for development,
redevelopment and conservation within the watershed planning area. As the map shows, stream
corridors and greenways running through Priority Development Areas remain designated as Priority
Conservation Areas. The Balanced Growth Plan also recognizes that as development occurs within a
Priority Development Area, there will be additional opportunities to create new open space and to
implement conservation practices to protect the integrity of the watershed. Likewise, development
may be appropriate in some Priority Conservation Areas, such as Historic Dublin, provided that it
meets the City's standards for compatibility with the existing development character of the area. A
Priority Area designation creates no obligations or limitations for the City or for property owners
within the area; it is intended to serve as a guide for consideration during local communities'
planning and development processes and to help communities understand how their development
and conservation decisions fit within the larger context of the Upper Scioto watershed.
Implementation
MORK recommends that communities consider the following actions for local implementation of the
Upper Scioto Balanced Growth Plan:
1. Adopt the Upper Scioto Balanced Growth Plan (by passing a resolution of support).
2. Establish a local comprehensive plan if one does not exist for the community.
3. Update the community's local comprehensive plan every five years.
4. Incorporate the designated Priority Areas into local community plans and zoning.
5. Integrate recommended implementation tools where applicable and appropriate. Examples
include:
• Integrating best management practices into stormwater management regulations
• Adopting guidelines and regulations for woodland and tree canopy protection
• Implementing complete streets policies
• Engaging in cooperative economic development agreements with neighboring jurisdictions
6. Continue participating in the Upper Scioto Planning Partnership.
Implications for the City of Dublin
Throughout the planning process, MORK has stressed that the Watershed Planning Partnership is
voluntary and incentive - based. The Balanced Growth Plan only makes recommendations and does
not impose requirements or limitations on any community within the watershed. The primary benefit
is to allow participating communities to receive priority consideration when applying for state - funded
financial and technical assistance programs, and to qualify for more favorable financial terms when
seeking funding for projects associated with Priority Conservation or Development Areas. There are
currently 26 state programs that include special considerations for Balanced Growth participating
communities. For example:
• The Ohio Department of Natural Resources (ODNR) will prioritize staff resources toward
watersheds with endorsed Watershed Balanced Growth Plans, and provide design review
assistance to local governments and businesses for stream impact mitigation, rehabilitation
and restoration; and

• Communities with an adopted Balanced Growth Plan are eligible to receive up to 10 additional
points out of a possible 145 on review criteria for the ODNR's Land and Water Conservation
Fund, which provides financial assistance to local governments to acquire and /or develop
properties for outdoor recreation.
The City of Dublin has already undertaken or completed many of the recommended implementation
strategies described in the draft Balanced Growth Plan. If Council chooses to formally endorse the
Plan, staff will review the recommended implementation strategies to determine which items may be
appropriate for consideration as part of the 2012 Community Plan amendment process and /or other
City planning initiatives.
Next Steps
Staff is reviewing the current draft of the Balanced Growth Plan and will provide comments to
MORK if necessary. MORK will revise the draft plan following the public comment period and
provide a final draft for consideration by the Partnership in mid -June. MORK will also provide a
model resolution of support for consideration by Council, and will request adoption by September.

Information only. The full draft of the Upper Scioto Balanced Growth Plan is available online at
http:// balancedgrowthplanning .morpc.org Physical copies are also available for review at the
reference desk of the Dublin Branch Library. If Council desires a presentation of the draft Plan,
Planning will prepare and schedule an overview for a future Council meeting. As noted, MORK will
ask that each legislative body formally pass the resolution of support for the Balanced Growth Plan
once it is finalized. At that time Planning will provide an overview and recommendation for action.
