AN ORDINANCE AUTHORIZING AND DIRECTING THE
VILLAGE ADMINISTRATOR TO ADVERTISE fOR BIDS
I FOR A "LEAr LOADER", AND DECLARING AN EMER-
GENCY.
WHEREAS, the Appropriations for 1979 included a Capital Improveme t
for the purchase of a Leaf Loader, and;
WHEREAS, said Leaf Loader is needed to perform I eaf co I I ect i on
through-'out the V i II age;
NOW, THERE FORE, BE IT ORDAINED by the Counci I of the Village of
Dublin, State of Ohio, ~ of the elected members concurring:
SECTION I . That the Vii lage Administrator be, and hereby is au-
thorized and directed to advertise for bids for a "Leaf Loader",
said "Leaf Loader" having the following specifications:
Engine: Manufacturers standard four cylinder, high torque water
c~led. Shal I have a rated horsepower of not less than
l at 2,600 R.P.M. The gas tank shall be frame mounted
at rear of the unit protected by the trai ler frame.
Gauges sha II consist of an ammeter, oil pressure and
I water temperature. The engine shall have a variable
speed governor, oi I fi Iter, air cleaner, a minimum 25
amp generator, battery and muffler.
Fan Drive: The impellar fan shal I be direct driven from the eng-
ine by an 8" heavy duty overcenter clutch. The clutc
hous i ng sha II have a double lip sea I . The clutch
sha II have taper roller bearings and a sealed pi lot
bearing. The clutch handle shall al low engagement an
disengagement of the fan whi Ie the engine is running.
Blower Fan: The blower fan shall be a minimum of 22" in diameter,
8 1/4" wide and have a minimum of 6 radial blades.
The blower fan back plate shall be i" steel plate an
the blades sha II be a minimum of 3/16" abrasion re-
sistant steel with 10 gauge reinforcing. The blade
edges sha II be hard surfaced by means of electro de-
posit process. The direct driven fan shall produce
12,000 lineal feet of air movement, 9,600 cubic feet
of air movement through the 12" diameter x 8'4" hose
under normal working conditions as per the Air Movin
and Conditioning Association standards.
I Fan Housing: The blower fan housing shall be made of i" steel
plate and be equipped with a i" thick steel, two
piece, replacable liner. The blower fan housing
shall be rigidly attached to the engine sub-frame.
The intake duct shall be a bolt-on straight type
made of 14 gauge steel and made to fasten to the
fan housing so that the intake wi I I operate on the
right side.

Discharge: The discharge duct shall be made with a gradual curve
I so as to connect to a 14" flexible round hose. The
discharge duct shall be supported by a tubular member
with an adjustable cradle supporting the discharge
pipe. The discharge duct shall be an extension of th
Blower Housing and shal I not have bends or turns at
the connecting point to the Blower Housing to induce
wear and obstruct material flow.
Intake Attachments: The pick up shall be by a 12" diameter x 8'
4" long, heavy duty, rubber hose with wax
blooming rubber liner to resist wear and
bui Id up of material, abrasive resistent
cover, 9" bend radius, wire reinforced,
weighing 9.2 per foot. The hose sha II be
supported by springs from the free swinging
boom attached to the discharge tubular sup-
port. A hose control handle assembly shall
aid the operator in working the hose.
Frame: Shall be heavy main frame, minimum of 34" wide, 121" long
made of 4" 7.25# per foot channel with 4 cross braces an
swing away tongue jack, adjustable height truck hitch.
I li ghts: Brake lights, turn signals and side reflectors.
Color: Un it sha II be painted white enamel.
SECTION 2. All bids shal I be sealed and shall be fi led with the
Village Administrator, Village of Dublin, Ohio, before 12:00 NOON

publicly opened. All bids sha II be accompanied by a bond or
certified check in the amount of $100.00. The Counc i I of the
Vi Ilage ~ Dublin reserves the right to reject any and all bids.
SECTION 3. That this Ordinance be, and the same hereby is declar
to be an emergency measure necessary for the immediate preservati n
of the public peace, health and safety and for the further reason
that this equipment is presently needed to maintain efficient ser
vices and therefore this Ordinance shall take effect and be in
force immediately upon its passage.
