AN ORDINANCE AMENDING THE BUILDING CODE AND THE
I PROVISIONS THEREOF GOVERNING THE ISSUANCE OF A
BUILDING PERMIT.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, Ohio
, members concurring:
ECTION l. The Building Code of the Village of Dublin and those provisions
overning the issuance of a building permit shall and hereby are amended so that
s amended the same shall read as follows:
I. PERMIT ISSUANCE; DISPLAY: TIME LIMITATION: COMPLETION.
(a) When specifications and drawings so submitted shall be found to conform
to the requirements of this Building Code and the Fire Prevention Code of the
Village, the Building Official shall issue a permit and affix to the specifica-
ions and drawings his official stamp, stating that examination has been made
nd permit issued. One copy of such stamped specifications and plans shall be
returned to the applicant, and shall be continuously kept at the site of the
roposed work throughout its construction period. The second copy shall be
filed in the permanent records of the Building Inspector. The stamping of any
pecification or drawing shall not be held to permit or be an approval of any
iolation of any section of this Code, nor shall the issuance of any permit for
part of a structure be held to imply or require the approval of any remaining
I art of such structure for which complete specifications and drawings were not
ubmitted at the time of issuance of the permit for a part of the structure.
(b) Any permit so issued shall become invalid unless the work authorized
y the permit shall have been commenced within six months after the date of its
ssuance; provided however, that one or more extensions of time, for periods not
o exceed ninety days each, may be allowed in writing by the Building Inspector.
(c) Upon issuing a building permit, the Building Inspector shall fix the
easonable time necessary to complete the work authorized by the permit, taking
Onto consideration the time for completion as estimated by the applicant, the
ature of the work and the effect of seasonal and weather conditions, and shall
ote the completion date on the building permit, which shall not extend beyond
ne and one-half (l~) years, except for, unusual conditions to be noted on the
ermit.
(d) Upon completion of the building work authorized by the permi t in accor
ance with the plans, specifications and drawings, the owner, builder or his
epresentative shall request a final inspection by the Building Inspector. No
uilding shall be used or occupied until its completion, in accordance with the
lans, specifications and drawings, has been approved by the Building Inspector.
on application and for good cause shown, the Building Inspector may extend
he completion date for delays caused by conditions beyond the control of the
wner or builder, or for other good and sufficient reasons.
I (e) Failure to complete the work authorized by the permit or any exten-
ions thereof shall result in the permit being invalidated and, if any construc-
ion has been started and has not been completed, the applicant or owner shall
e in violation of the building code.
(f) Whoever violates any provision of this section regarding the issuance
f a permit, or completion dates, shall be guilty of a misdemeanor and shall be
ined, not to exceed $50.00 for each violation. Every day such offense contin-
es shall constitute a separate violation.
