RESOLUTION AUTHORIZING THE 14A,/~12 tlILLAGE. OF :PI/SLOJ TO EXECUTE
A COOPERATION AGREEMENT WITH THE B'OARD OF COMMISSIONERS OF FRANK-
LIN COUNTY, OHIO PURSUANT TO THE HOUSING AND COMMUNITY DEVELOPMENT
ACT OF 1974 (PUBLIC LAW 93-383, 42 U.S.C. 5301) .

WHEREAS, the Board of Commissioners of Franklin County and V/L.L./J,{-E IIF -;Pp8LIN
desire to undertake jointly planning and administrative activities essential to the prepara-
tion of an application for urban county entitlement funds and implementation of programs
pursuant to the Housing and Community Development Act of 1974 (P.L. 93-383, 42 U.S.C.
5301); and -,

WHEREAS, the Housing and Community Development Act of 1974 (herafter referrred to as
the Act) provides for entitlement grants to urban counties; and
WHEREAS, Franklin County will be an eligible applicant for such a grant l,Ipon fulfilling
criteria specified in the Rules and Regulations for Community Development Block Grants;

)wHEREAS, the United States Department of Housing and Urban Development, on February 27,
.. 1 '. 1975, mode preliminary recognition for the purposes of qualifying Franklin County as an
urban county under Section 102(a)(6) of the Act and Section 570..105, and whereas official
designation as an..,urban county is dependent upon final approval of cooperation agreements
for units of government whose total population exceeds 200,000; and

WHEREAS, 01..1.A~E of .J7t1BJ.IIo/ is within the geographical boundaries of Franklin
I County and wishes to join Franklin County in its urban county entitlement C!pplication as
provided in Section 570.105(b)(3)(IIJ) of the Community Development Block Grant Rules and
Regulations; now therefore

Section 1. That 01.l.A~E of:" lJlIlJL.11J does hereby enter into a cooperation agreement
with the Board of Commissioners of Franklin County, Ohio to undertake plan-
ning and administrative activities preparation of applications for urban county
entitlement funds and implementation of programs under the Act.

Section 2. That 111E ff}/YoK is hereby authorized and directed to
execute the cooperation agreement with the Board of Commissioners of
Franklin County, Ohio which is attached hereto.
Section 3. This resolution is hereby declared to be an emergency measure necessary
for the preservation of the public health, safety, and welfare of the
citizens of /l1L.tA'E ,,;:" .pl/eL;;.! and therefore, shall become effective
B immediately upon passage. The reason for the emergency is that the time
period for submission of the cooperation agreement to the U. S. Depart-
ment of Housing and Urban Development expires April 15, 1975, and
the funds available under the Act are urgently needed for housing assist-
~ ance and community development activities.
