RESOLUTION AUTPORIZING THE MAYOR AND CLERK-TREASURER TO EXECUTE A
COOPERATION AGREEMENT WITH THE BOARD OF COMMISSIONERS OF FRANKLIN
COUNTY, OHIO PURSUANT TO THE HOUSING AND COMMUNI TY DEVELOPMENT ACT
8 OF 1974 ( PUBLIC LAW 93-383, 42 USC 5301) And DECLARING AN EMERGENCY.

WHEREAS, the board of Commissioners of Franklin County the Village
of Dublin desire to undertake jointly planning and administrative
aotivities essential to the preparation of an applioation for urban
oounty entitlement funds and implementation of programs pursuant to
the Housing and Community Development Aot of 1974 (P.L. 93-383, 42
USC 5301) and:
VnIEREAS, the Housing and Community Development Aot(hereinafter re-
ferred to as the ACT) provides for entitlement grants to urban
oounties, and:
WlIEREAS, Franklin County will be an eligible applioant for suoh a
grant upon fulfilling criteria specifiei in the Rules and Regulations
for Community Development Block Grants: and
;VHEREAS, the Village of Dublin is within geographioal boundaries of
Franklin County and wishes to join Franklin County in its urban
oounty entitlement a?plication as provided in Section 570.105 b 3 (III)
of the Community Development 'BlooR: Grant Rules and Regulations;
NON, THEREFORE, BE IT ORDAINED by the Counoil of the Village of Dublin,
state of Ohio, b of the members elected thereto oonourring:
0 SECTION 1. That the Village of .Dublin does hereby enter into a oooperation
agreement with the Board of Commissioners of Franklin County, Ohio to
undertake planning and administrative aotivities, preparation of app-
lications for urban county entitlement funds and implementation of
programs under the Aot.
SECTION 2. That the Mayor and Clerk-Treasurer are hereby authorized and
direoted to execute the oooperation agreement with the Board of Comm-
issioners of Franklin County, Ohio whioh is attaohed hereto.
SECTION 3. This Resolution is hereby deolared to be an emergenoy measure
necessary for the preservation of the publio health, safety, and welfare
of the oitizens of the Village of Dublin, and therefore shall beoome
effective immediately upon its passage. The reason for the emergenoy
is that the time period for submission of the oooperation agreement to
the Department of Housing and Urban Development expires January~', 1975,
and the funds available under the Aot are urgently needed for housing
assistanoe and oommunity development aotivities. /)
