A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
FISHEL DRIVE WATER MAIN EXTENSION PROJECT
AND AUTHORIZING THE CITY MANAGER TO ENTER
INTO CONTRACTS FOR SAID PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the Fishel Drive Water Main Extension project; and
WHEREAS, the 2007 Community Plan states an objective to provide consistency
between the water and sewer system service areas; and
WHEREAS, on June 12, 2012, six (6) bids were received for the Fishel Drive Water
Main Extension project; and
WHEREAS, Council has determined that the bid submitted by Conie Construction
Company constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted for Alternate #1 by Conie Construction Company in
the total amount of $293,179.50 is accepted.
— Section 2. The City Manager is hereby authorized to enter into contracts with
Conie Construction Company for performance and completion of the Fishel Drive
Water Main Extension project pursuant to the Advertisement, Proposal and Contract
Documents for said project on file in the office of the City Engineer.
Section 3. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Re: Resolution No. 36 -12 - Fishel Drive Water Main Extension Bid Acceptance
Summary
On June 12, 2012, six (6) bids were received, opened, and publicly read by Engineering staff for
the Fishel Drive Water Main Extension project. This project will install approximately 2,800 feet of
new 8 -inch ductile iron water line, including fire hydrants and other associated appurtenances
along Fishel Drive. Extending public water service will enable the City of Dublin to fulfill its
commitment to provide water service to the TALG property, as negotiated during the purchase of
the sanitary sewer easement for the COIC Sanitary Sewer Extension Phase 2 project and approved
with Ordinance 16 -11.
The water main is scheduled to be completed by October 26, 2012. The City will have a
designated Engineering Project Inspector assigned to this project who will be available to respond
to questions and manage access needs. Cosgray Road will not be closed for the duration of the
work scheduled with this project.
For Council's reference, a reduced set of project construction drawings has been placed in the
Council Planning Room.
The Engineer's estimate for this project was $524,000 for the base bid (open -cut installation) and
$525,500 for Alternate #1 (directionally drilled installation). Funding of $265,000 for project
EW1202, was budgeted in the Water Fund this year, as documented in the 2012 -2016 Capital
Improvements Program. Since this project was programmed, the scope of the project expanded to
include installation of the waterline around the entire Fishel Drive loop, as opposed to just half the
loop. This will prevent the City from having to invest in expensive water quality monitoring
equipment, which would have been required by the City of Columbus had we just done half of the
loop. Total expenditures for the water projects will be reviewed before the end of the year and
additional funding will be requested if necessary.
Conie Construction Company submitted the lowest and best bid for both the base bid, $289,997.00
and for Alternate #1, $293,179.50. With the price being nearly equal for both methods of
installation, Alternate #1 has been selected as the method of installation and bids were evaluated
accordingly. Performing the project using the horizontal drilling method will greatly reduce the
impact to the existing property owner's business operations and will reduce the amount of
restoration work to be completed. The summaries of the bids received are provided on the
following page.

Staff has thoroughly reviewed the Conie Construction Company bid. This contractor worked for the
City of Dublin successfully on the three water line projects installed in 2011 (the Ballantrae
connection, the Dublin Road extension to the Dublin Road water tower, and the Emerald Parkway
connection into the Woods of Indian Run).
Staff recommends Council approval of Resolution 36 -12 accepting Conie Construction Company's
bid as the lowest and best bid in the amount of $293,179.50, and authorizing the City Manager to
enter into a contract with Conie Construction Company for this project.
