A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
COSGRAY ROAD /SHIER -RINGS ROAD
ROUNDABOUT PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Cosgray Road /Shier -Rings Road Roundabout; and
WHEREAS, Council has determined that the bid submitted by Trucco
Construction Company, Inc. constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to
declare the relocation of the utilities in connection with the above - referenced
project as a "single source" procurement, for reason that the company owning
the utilities in question has the exclusive rights to relocate such utilities.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Trucco Construction Company, Inc. in the
total amount of $1,061,374.87 is hereby accepted.
Section 2 . That the City Manager is hereby authorized to enter into contracts
with Trucco Construction Company, Inc. for performance and completion of the
Cosgray Road /Shier -Rings Road Roundabout project pursuant to the
Advertisement, Proposal and Contract Documents for said project on file in the
office of the City Engineer.
Section 3. That this Resolution shall take effect and be in force on the earliest
date permitted by law.

Bid Acceptance
Background
On May 24, 2012 five (5) bids were received, publicly opened and read for the Cosgray
Road /Shier -Rings Road Roundabout project, which involves the construction of a modern
roundabout consisting of asphalt pavement, truck apron with brick pavers, sidewalk, asphalt
shared -use path, storm sewers, street lights and dry-laid stone wall.
The Engineer's estimate was $1,250,000.00. The 2012 budgeted funds for construction of this
project are $1,600,000. Trucco Construction Company, Inc. submitted the lowest and best bid
of $1,061,374.87. Staff has reviewed all bids and a summary of the bids is listed below.

For Council reference and review, a reduced set of project construction drawings has been
placed in the Council Planning Room.
Staff anticipates the construction to commence in late June. All four legs of the current
Cosgray Road /Shier -Rings Road intersection will be closed during the construction. The
scheduled completion date for the project is September 28, 2012.
Access to Darree Fields via S.R. 161 /Post Road to Cosgray Road shall be maintained at all
times from a temporary access drive to be constructed with this project. The location of this
access drive is opposite Dublin Park Drive (which provides access to the Par 3 golf course of
Sports Ohio).

Recommendation
Staff has thoroughly reviewed the Trucco Construction Company, Inc. bid. Previous
experience with Trucco Construction Company, Inc. has been favorable, including these recent
projects: UNI- 161 -12.98 Industrial Parkway project; Emerald Parkway — Phase SA (Hard Road
to Sawmill Road (2004); and Glick Road /Muirfield Drive Intersection Improvements (2002).
