Resolution 23-12RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., F orm No. B 5 Resolution No. 23 -12 A RESOLUTION AUTHORIZING THE REGULATION OF TRAFFIC ON MUIRFIELD DRIVE AND OTHER ROADS IN MUIRFIELD VILLAGE AND WAIVING CERTAIN PROVISIONS OF THE DUBLIN SIGN CODE AND NOISE ORDINANCE IN CONJUNCTION WITH THE ANNUAL MEMORIAL TOURNAMENT WHEREAS, the Annual Memorial Tournament is scheduled at the Muirfield Village Golf Club from Monday, May 28, 2012 through Sunday, June 3, 2012 (or through Monday, June 4, 2012 if delayed by inclement weather); and WHEREAS, it has been determined by Dublin City Council that traffic would be better controlled by regulating traffic on Muirfield Drive and other roads in Muirfield, thereby ensuring the health, safety and welfare of City residents; and WHEREAS, Dublin City Council also desires to waive certain provisions of the sign code in order to facilitate traffic movement and to provide directional signage regarding the Memorial Tournament; and WHEREAS, Dublin City Council further desires to waive the restrictions regarding the loading and /or unloading of commercial waste receptacles within 500 yards of any residentially zoned property between the hours of 7 a.m. to it p.m. in order to ensure the public health, safety and welfare, and in order to facilitate prompt collection of commercial waste generated from the Muirfield Hospitality Village, 5750 Memorial Drive; one receptacle located in southwest corner of Memorial Tournament Sixth Tee parking lot, 10573 Dublin Road; one receptacle located at 5602 Crossgate Drive; and two receptacles located at the Muirfield Clubhouse at 5750 Memorial Drive; and WHEREAS, Dublin City Council further desires, in the interest of public health, safety, and welfare to create a temporary fire lane along the fire hydrant side of two private roadways in Muirfield Village from Monday, May 28, 2012 through Sunday, June 3, 2012, to wit: along the fire hydrant sides of Dunsinane Drive and Strathmore Lane. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _f47 of the members concurring, that: Section 1. Muirfield Drive and all other roads in Muirfield Village are to be closed to all traffic except as authorized by the City Manager and Chief of Police from the hours of 7 a.m. to 9 p.m., Monday, May 28, 2012 through Sunday, June 3, 2012 (or through Monday, June 4, 2011 if delayed by inclement weather). Section 2. In the interest of the public health, safety and welfare, there shall be no parking by Tournament attendees and others associated with these events on any street or cul -de -sac in Muirfield Village except those streets designated as approved parking areas by the City Manager, Chief of Police or their designee. Section 3. Applicable provisions of the Dublin sign code are hereby waived in order to facilitate traffic movement and direct out -of -town visitors to these events. Section 4. In the interest of the public health, safety and welfare, Council hereby waives the provisions of Section 132.03(6)(b)(4) of the Dublin Codified Ordinances for the time period of Wednesday, May 23, 2012 through Monday, June 4, 2012 to extend the hours for loading and /or unloading of commercial waste receptacles specifically designated herein to the hours of 7 a.m. to 11 p.m. The receptacles and locations are identified as follows: two dumpsters located in Muirfield Hospitality Village, 5750 Memorial Drive; one receptacle located in the southwest corner of the Memorial Tournament Sixth Tee parking lot, 10573 Dublin Road; one receptacle located at 5602 Crossgate Drive; and two receptacles located at the Muirfield Clubhouse at 5750 Memorial Drive. Grigsby, City Manager Date: April 5, 2012 Initiated By: Heinz von Eckartsberg, Chief of Police s9 Re: Resolution 23 -12 - Authorizing the Regulation of Traffic on Muirfield Drive and Other Roads in Muirfield Village and the Waiver of Certain Provisions of the Dublin Sign Code and Noise Ordinance during the Memorial Tournament Background As in previous years during the week of the Memorial Tournament, there is a need to implement a plan which best facilitates the safe and efficient movement of traffic to and from the Muirfield area. In order to do this, the City and the Police Division need the ability to change traffic patterns and parking regulations in Muirfield Village to include implementing one -way traffic on designated streets and prohibiting parking on a variety of streets. For the most part, this resolution request is the same as presented last year. As noted in the accompanying resolution, we are asking that Council temporarily waive certain provisions of the sign code in order to facilitate traffic movement and to provide directional signage, waive the restrictions regarding the loading and /or unloading of commercial waste receptacles within 500 yards of any residentially zoned property between the hours of 7 a.m. to 11 p.m, and create temporary fire lanes on Strathmore Lane and Dunsinane Dr. on the fire hydrant side of the roadways. This resolution allows us, once again, to implement a workable traffic and public safety plan to accommodate the large volume of traffic and spectators for one of the signature events in the City of Dublin. Again, we anticipate generally following the same plan we have used in recent years. Recommendation Staff recommends approval of Resolution 23 -12 at the April 9 Council meeting.
