The Village Administrator is hereby auth- orized to enter :into a contract, a copy of which IS attached hereto, marked Exhibit "A" and made a part hereof, with the Mid-Ohio Regional Planning Commission. SECTION 2. We expec.i' to complete the work by December 31, 1976 as originally anticipated. The Stormwater Technical Advisory Committee (STAC) at its June meeting made several important recommendations on proposed policy. MORPC Staff will be contacting participants in the Stud:~' in the near future to discuss these issues to obtain an initial reaction. The funds for the second year of the Study have not been required prior to this time. They will be needed in the near future as the Commission will be employ:" U ing an engineering consultant and a legal consultant as was envisioned from the . incepticn of the S~udy. Thus, 'vve have enclosed two copies of the second year contract to be entered into between your Villoge and the MORPC. THE STORM DRAINAGE POLICY PLANNING PROJECT AND STUDY In April, 1975 the MORPC began the first half of the Storm Drainage Study under contracts with the political subdivisions of Franklin County. This contract covers the second half and completion of the study. "\ Concurrently the State of Ohio Environmental Protection Agency has applied for a federal grant to develop a 11208/30311 Wastewater Management Plan for Central Ohio from the United States Environmental Protection Agency. The MORPC wi II be performing major elements of the plan under contract for the State. U The storm dra i nage study sped fi ed in thi s contract wi" be used as part of the "local matching sharell on the Central Ohio 11208/30311 Wastewater Monagement Grant. MORPC, for the consideration hereinafter named, agrees to perform the storm drainage policy planning project and study for Franklin County, Ohio, with the cooperation " -- .' , ~." I' , , , , of the Village , the Board of Commissioners of Franklin County, the Ohio Environmental Protection Agency I the United States Environmental Protection Agency, and the cities and vi Ilages located in Franklin County, Ohio. " 2. SCOPE OF SERVI CES ' G For each of the following issues, MORPC, with the help of Consultants, wi II: identify and define the issue or problem area; develop and evaluate alternative solutions or. courses of.conduct to resolve the issue or problem; and recommend and select the best solution or courses of conduct to resolve the issue or problem. A. Publi c versus pri vate controversi es and responsibi Ii ti es. Classification of issues and responsibilities and policy alternatives relating thereto. B. Data needs for conti nui ng planni ng. Specification of type of data to acquire, store and be avai lable for development and improvement of drai nage faci Ii ti es and systems. C. Uniform design criteria. Develop manual of basic design policies and criteria for implementation agencies including available options. fl D. Funding options for implementation, including existin~ available funding U methods and addi tiona I new methods. Evaluation of suitabli lity, feasi- , bility, and acceptability in terms of yield, equity, public acceptance and admi nistrati ve effi ciency. E. legal constraints and opportunities in implementation of storm drainage projects.. ' Current law and recommended changes in state and local law to faci litate implementation and maintenance. F. Outline of storm drainage planning, implementation and coordination process for the reg i on. Includes public education component. Evaluation of alternative systems of planning, implementation, and coordination and C mu.ltijurisdictional actions. 3. PERFORMANCE OF SERVICES MORPC will provide the technical services necessary in the scope of services but " may subcontract for engineering, legal and financial services where required. MORPC wi II provide interim progress reports during the course of the study. 4. SERVICES REQUIRED OF THE Village At no cost to MORPC, the Village agrees to furnish all existing reports, G data, maps, ordinances and other perl'inent items applicable to the project. 5. TIME OF PERFORMANCE . The scope of services will be performed beginning approximately July 1, 1976, and will be completed by December 31, 1976., 6. FEES AND PAYMENT For the services performed under this contract by MORPC, the Village shall pay to MORPC, in advance, the -Yj~IS share of the project cost, which is to be Fifty-one dollars ($51 .00) . MORPC wi II provide the Village documentation of its actual costs at the conclusion of the project. The detai led project budget is set forth in Appendix A to this contract. f) 7. ' CONDITIONS OF CONTRACT U' , This contract is conditioned upon all of the following: A. Execution of a similar contract with the Board of Commissioners of Franklin County. B. Execution of a simi lar contract with the City of Columbus. C. Execution of similar contracts with at least eight (8) of the other ten (10) cities in Franklin County, Ohio, and D. AppropriaHons of funds for the' project by the governmental units mentioned in A and B for the cost of the project. U 8. NONDISCRIMINATION In connection with the performpnce of work under this Contract, MORPC agrees not to discriminate against any employee or applicant for employment because of race, . ~ , . The aforesaid provision shall include but not be limited to the following employment: upgrading, demotion or transfer, recruitment or recruitment advertising; lay-off or termination; rates of payor other forms of compensationi and s-election for training including apprenticeship. MORPC agrees to post hereafter in conspicuous places, available for employees or applicants for employment, notices to be provided by the con- e tracting officer setting forth the provisions of this nondiscrimination clause. MORPC further agrees to insert the foregoing provisions in all contracts hereunder, including contracts or agreements with labor unions and/or workers' representative, except subcontracts for standard commercial supplies or raw materials.
