If , REsnLUTlONS ~ " t)lti~ ~ RECORD OF National Graphics Corp" CoIs" 0, ~ Form No, 2806-A ~~~~~~nNo,nn2.._1~1(_ p assed_______'m_mnm_____mmnm_____mn____19 nm__ RESOLUTION TO ADOPT AFFIRMATIVE ACTION PROGRAM ~ WHEREAS, the Equal Employment Opportunity Act of 1972 became I effective, extending coverage of Title VII of the Civil Rights Act of 1964, as well as Section 504 of the 1973 Rehabilitation Act, amended in 1976 by Title 3, and WHEREAS, it is unlawful to discriminate in employment because of race, color, religion, sex, natural origin, age or handicap; NOW THEREFORE; BE IT RESOLVED, that the Village of Dubl in is committed to equal employment opportunities in all activities of the municipal ity; I BE IT FURTHER RESOLVED, that in order to achieve this goal, the 1 I Village of Dublin Village Council, hereby officially adopts this AFFIRMATIVE ACTION PROGRAM for all areas under the direct control of the Village of : Village , Dub 1 in / Council, as follows: SECT! ON 1. NON-DISCRIMINATION [J In compliance with Title VI I of the Civil Rights Act of 1964 as amended by the Equal Employment Act of 1972, as well as ~ection 504 of the 1973 Rehabil itation Act, amended in 1976 by Title 3, it is the policy of the Village of Dublin, Ohio. A. To provide equal ity of opportunity in employment with the I Village of Dublin for all personsr B. To carry out all programs and activities in such manner that I no person shall, on the grounds of race, color, national origin, religion, sex or handicapped, be excluded from participation in, be denied the benefits of, or be subjected to discrimination with respect to such programs or activities. SECT! ON 2. EMPLOYMENT, PERSONNEL AND PROGRAM PRACTICES ~ A. The Village of Dubl in will prohibit discrimination because of race, color, national origin, rel igion, sex or handicapped in all aspects of its personnel policies, working conditions and relationship with em- ployees and applicants for employment, as well as to provide equal access to all programs in order to promote a continuing Affirmative Action Program by the Village of Dubl in. B. C. The Mayor shall designate an Equal Employment Opportunity Village Officer (EEO) who will coordinate the I equal employment opportunity effor s. I It shall be the duty of the EEO officer to provide advice, conduct initial in vestigations and to seek conciliation of employee discriminatory complaints. SECT! ON 3. GRIEVANCE HEARING COMMITTEE The following procedure is established for the grievant: 1. The grievant shall, within five days within the action, submit such complaint in writing to the EEO officer. 2. The grievant shall request a hearing through the EEO officer, and shall select the first member of the hearing committee. 3. The municipal ity shall select the second member. 4. These two members shall select the thIrd member who be- comes the Chairperson. 5. The Committee will weigh the evidence presented before it; prepare finding of facts, conclusions of law, and a decision, including [) i appropriate corrective action, if any, to effectuate the Village's policy established by this program. 6. The decision of this Committee shall be final. SECTION 4. PROGRAM IMPLEMENTATION I i The Mayor of the Village of Dubl in shall direct the implementati< n 1 of this affirmative action to promote equal ppportunity in every aspect of employment policy and practice, including but not 1 imited to: employment, upgrading, demotion or transfer, recruitment or recruitment advertising, layoff or termination, rates of payor other f0rms of compensation, and selection for training, including workshops, seminars and schooling. This implementation shall include, but not be 1 imited to the following. 1.. A notice of the Village's pol icy on non-discrimination in I employment shall be posted on Bulletin Boards in all Village Buildings so as to come to the attention of all employees. 2. Notification of employment opportunities, new positions, vacancies, promotion possibilities and training opportunities shall be I posted on Bulletin Boards in all Village Buildings so as to come to the I attention of all employees. ! Newspaper advertisements and other publ ic announcements of employment opportunities placed by or on behalf of the Village shall state ~ that The Village is an equal opportunity employer. 4. The name of the Equal Opportunity Employment Officer shall be posted on Bulletin Boards in all Village Buildings. 5. Place employment advertisements in appropriate newspapers. , 6. Systematic contacts will be made *tth minority and human , relations organizations to encourage referral of qualified minority appl i- i cants to the Village, and maintain records of such responses. 7. The Village shall make every effort, to promote after school, summer and vacation employment to minorities. 8. The Village shall continually inventory and evaluate all ~ minority personnel for promotion opportunities and encourage minority employees to seek such opportunities. [] 9. The Village shall insure that seniority practices, job classification, etc., do not have a discriminatory effect. 7 10. The Village shall develop and maintain records as related to aspects of this Affirmative Action Program such as recruitment, employ- , ment, hiring, promotions, etc. SECT! ON 5.
