WHEREAS, the Planning and Zoning Commission has recommended approval of the attached "Bikeway Study": NOW, THEREFORE, Bebit resolved by the Council of the Village, State of Ohio, of the elected members concurring: SECTION 1. The "Bikeway Study" hereto attached as Exhibit "A" and as recommended by the Planning and Zoning Commission is hereby adopted. SECTION 2. The Law Director is hereby directed to prepare leqislation to amend the Zoning Code and the Subdivision Regulations to conform to these Bikeway Regulations. SECTION 3. (j - 'l",. ,- " ." . , .; RESOLUTION #22-80 EXHIBIT "A" , . . ~i'~~ C~ INCORPORATED Dublin, Ohio 43017 July 8, 1980 C TO: Members of Council FROM: Planning and Zoning Commission RE: Recommended Bikeway Study The subcommittee for bikeways examined the prospects for improved bicycle transportation in the Village including a thorough review of the Godwin Bohm study 1979, and reached the following conclusions: 1- PURPOSE A bikeway system should represent a safe pathway for high volumes of bicycle traffic. It is believed that bikeways should be con- sidered an ordinary part of the Village transportation system, complementary to roads and sidewalks. 2. DIVISION OF RESPONSIBILITY A. The Village or public responsibility for bikeways is to de- velop the arterial system connecting residential areas with schools, parks and shopping centers. Bikeways in the arterial system should meet standards for trails. B. The collector system for bikeways remains the obligation of U private developers. For example, in new developments, plans should include an internal system of bike paths which permit residents access to the arterial bikeways. The developer should build bikeways as specified. In older subdivisions or sections of the community, the Village will designate collector routes to facilitate safe access to arterial bikeways. 3. DEFINITIONS A bikeway may be designated as a trail, a lane or a route. Trail - separate from road via median strip or landscaping generally within the right of way easement Lane - reserved portion of road pavement separated from motorized traffic by a barrier Route - a portion of the regular street marked for bikeway use via paint lines on the road bed I "-"" .1 .~ It . ,~ Page 2 Bikeway Study July 8, 1980 4. SPECIFICATIONS - DESCRIPTION A. Trail - six feet wide, preferred, concrete preferred unless aesthetics dictate asphalt. Obstacles to motorized vehicles should be provided when the path is wider. C B. Route - older or existing roads marked for bike routes should provide a 4' route on one side of the street with prohibited parking on that side. Complete specifications provided by the office of the Village Engineer. 5. PRIORITIES A. The Village shall proceed to develop the arterial system to include: 1- Access from Muirfield - River Forest - Donnegal Cliffs to the high school and Coffman Park via Muirfield Drive~ Ashbaugh, Brand and Coffman Roads. 2. Access from "old" Dublin, West shopping center, Waterford [, and middle school to the high school and Coffman Park via Post Road. 3. Access for residents along Route 257 to East shopping center and bridge at Route 33 & 161. B. Establish necessary ordinances in Council and specifications from the Engineer for construction of bike lanes by private developers. C. Use planning assistance to designate appropriate bike routes in established neighborhoods to facilitate access to the arterial system. FINANCIAL IMPLICATIONS The development of the arterial system is estimated to cost approximately $1,000,000 or $7S,000/mile. The Bikeway Committee believes this represents a legitimate capital expenditure in the development of Dublin. The arterial system as outlined should be completed as soon as practicable. Additional figures on costs will be available at the meeting from the Village Engineer. Relief from certain sidewalk requirements might be recommended by P & z to redress excessive development costs. OTHER QUESTIONS REGARDING BIKEWAYS D Maintenance Those bikeways in the public domain are the responsibility of the Village for maintenance. Patrol Since the majority of bikepaths being proposed are tied to the street system, patrol by police vehicle is suggested. Snow Removal This is not a priority since bicycle traffic under severe winter conditions is very limited. Pedestrian Use Bikeways are restricted to motorized vehicles not to joggers or pedestrians.
