The Dublin Vii lage Counci I does hereby confirm the amendment to the Articles of Agreement of the Mid-Ohio Regional Planning Comm~ssion as adopted by the Mid-Ohio Regional Planning Commission on October 18 1979, and reading as fol lows: , In addition, in every calendar year commencing In 1981, each participating municipal ity shal I contri- bute not more than 7~ per capita of its population; every participating township shal I contribute not more than 7~ per capita of the population in the un- incorporated area of the township; and each county sha II contribute not more than 7~ per capita of the population in the unincorporated area of the county or portion thereof participating in the Commission. To assist in retiring the debt on this proposed new office, they propose (commencing In 1981) a per capita collection from each unit of local government participating in the services provided by said M.O.R.P.C. This per capita charge would be .7i and would be in addition to our annual fee for membership in said ~.O.R.P.C. (as noted on one of the attach- ments our fees In 1980 will be $898.00 based on an estimated population of 4,491). Habig mid-ohio regional planning 11 commission U De cember 4, 1979 Mr. John Strutner Administrative Assistant Village of Dublin 6665 Coffman Dublin, Ohio 43017 Dear Mr. Strutner: To give you more information on our request to MORPC members for an increase in the per capita dues, I am submitting the following documentation on the events leading up to this. Approximately fifteen months ago the Administrative Committee was approached about the possibility of acquiring an office building for the relocation of the agency. The Franklin County Commissioners had agreed to finance this for MORPC, with MORPC handling the administrative procedures. Space had been leased across High Street to house the local Governments Assistance staff. In January the Administrative Committee accepted the criteria 0 and schedule (Attachments 1 and 1A) submitted by staff to acquire an office building. The following month (February) a building progress report was given to the Administrative Committee and the staff urged the Committee to recommend the Commission's approval to acquire property at 899 E. Broad Street. Resolution No. 9-79 (Attachment 2) was subsequently adopted. For the next few months, talks continued between the staff and the owners of the building relative to leasing the balance of the space that MORPC would not use. In June it was determined that subleases of two-thirds of 899 E. Broad Street to the State, as negotiated by the owners, would be detrimental to the County over the long run. In July, the staff reported that the Bryson Building was being actively pursued as a possible office building for the County to purchase. In August, two members of the Administrative Committee, along with staff, visited several potential office buildings and were particularly I I It "" Mr. John Strutner December 4, 1979 Page Two impressed with the Bryson Building. The re were several concerns, however, in regard to this building and parti cularly with the present tenants. The County Commissioners were not too excited about the Bryson Building and it was agreed by the Administrative Com- mittee to hold the Bryson Building in abeyance until the staff had an opportunity to study various methods of obtaining the building. The staff was requested to get in touch with the owners of 514 South High Street also to discuss renewing the present lease. D In September, the staff submitted a pro forma on the Bryson Building, 514 South High Street, as well as new construction (Attachment 3). The possibility of an increase in the per capita dues to retire the debt with respect to new construction was discussed and Resolution 38-79 (Attachment 4), authorizing the Executive Director to obtain cost estimates for a new office building and to seek a per capita dues increase for the additional financing, was recommended to the Commission for approval. In September, Resolution No. 39-79 was adopted by the Commission which extended the lease in our present quarters to October 1, 1981 (Attachment 5). In October the Administrative Committee was given a presentation of three pro-formas on new building construction (Attachment 6). In October, Resolution No. 40-79 (Attachment 7), adopting changes to MORPC's Articles of Agreement to allow an increase in per capita fees for the purpose of amortizing lease payments on a MORPC office building, was adopted by the Commission. We have sent letters (Attach- ment 8) to the County Commissioners and member cities and villages asking them to adopt the amended Articles thus providing additional per capita dues for the financing of the pur- chase of a new office building. A majority of the members must support this amendment to the Arti des for its adoption. A sample resolution (Attachment 9) is provided as a guideline you may use when drawing your own resolution for the adoption of the additional [J per capita dues. I am also attaching a copy of the 1980 participation fees which have been adopted by the Commission (Attachment 10). A listing of officials contacted (Attachment 11). We have listed only the highlights of the procedure and decision-making involved. Many hours of work, by both the Committee members and staff, have gone into this. APPORTIONMENT OF COSTS the cost of maintaining the COMMISSION for regional planning purposes shall be apportioned in the following manner: In every calendar year, each participating municipality, n inc1ud1ng the City of Columbus, shall contribute not less than 20~ per capita of its population. Every participating \-I tcwnship shall contribute 20~ per capita of the population in the unincorporated areas of the township. the contribu- tion of each participating county shall be 20~ per capita of the population in the' unincorporated areaa of the county or port1oa thereof participating in the COMMISSION. In any eveutt the contribution of any participa.ting local unit of government shall not be less than $50.00 each calendar year. the. contribution for thefirse year"of membership shall be paid during the month following the~execut1on of an agree- ment between the cooperating local unit of government and the COMMISSION, and shall amount to that part of the appro- priate aanual participation cost pro-rated on the basis of the balance of the time remaining in that calendar year. ( Other participating units of local government shall con- tribute at the rate and in the manner as may be established at the time they become a participant. All current year population figures for municipalities, town- ships, and counties used,to determine annual participation amounts shall be based on the latest Federal Census when [J available, or an estiDlate thereof made by the COMMISSION. B. APPROPRIATIONS The COMMISSION, shall at its January meeting in each year, make approprtations for its expense for that year. which appropriations may be modified or supplemented fX'om time to time during the year. The COMMiSSION may contract for, accept, receive and expend funds, grants and services from the Fed- eral Government or its agencies, from departments, agencies and instrumentalities of state or local government, or from civic sources. Any funds received by the COMMISSION from paX'ticipating and non-paX'ticipating local units of government, the Federal GowX'nment or its agencies, the State or its agen- cies, civic groups, individuals, or other sources shall be deposited with the treasurer of the county in which the great- er portion of the population is located, or as provided for by subsequent amendment to the state statutes. Such de- posits shall be made to the account of the "Mid-Ohio Regional '-- Planning Commission If and shall be paid out on the certificate of the COMMISSION and the warran1: of the Auditor of such county for the purposes authorized by the Revised Code of the S tate of Ohio.
