27-81 Resolution I . . . . , i RFSOWTION NO. ~7-'i/ A RESOWI'ICN DECr.ARING OOUNCIL' S INI'ENI' WITH RESPECI' 'ro THE RELATICNSHIP OF PROPOSED BCND ISSUES FOR CAPITAL IMPROVEMENl'S AND THE PROPOSED INcn.1E TAX INCREASE ALL 'ro APPEAR CN THE NOVEMBER GENERAL ELECl'ICN BALLOT. C Vllereas, Council presently has pending a certain proposed inccme tax '-"- increase of a ~% for general capital inprovarents to be subni. tted to the voters at the November election, and Whereas, Council proposes to use said ~% increase for the puq:oses of road and street improvements and for construction of a a:mbined cx:mnunity center-swimning tx><>1 oc::up1ex, and i I I Whereas, even though Council intends to fund the above inprovements II through the passage and enactment of the ~% incane tax increase, it will ~ be initially necessaI:y to issue and sell bonds for the construction and Ii !I financing of said inprovanents, and 1\ , Whereas, Council wishes 1be issuance of said bonds to be decided by the II II electors of the Village and to thus constitute "voted" bonds, and :1 ~ i ,..., I Whereas, "voted" bonds must be supported by a pledge of property tax ~ i 1 millage above and beyond the oonsti tutional limitation of 10 mils, and Whereas, Council wishes to make it perfectly clear to the electors of the Village that the intent of council as to the proposed incure tax increaf of ~% and the anticipated revenues fran said increase in incane tax will be i i I nore than sufficient to finance the aforesaid described capital inprovemen~ without the need to resort to the property tax increases specified in I ~ the band issues to be sutmitted to the electors, I Na-l THEREFORE BE IT RESOLVED by the Council of the Village of Dublin, I I 10 manbers ooncurring, that: i Upcm passage be Council of the proposed ina:Jne tax in+ Section 1. Projects included in the road and street improvements referred to above include the following: Frantz-33-Post Road intersection improvements Glick Road improvements Improve Frantz Road from 33-161 to Tuttle Road Extension of Muirfield Drive South Bikeways Projects to be included in the combined community center-swimming pool complex referred to above are as follows: Said Community Center - swimming pool complex Further development of Scioto Park Development of 53 acre addition to Avery Park Acquisition of river-bank lands Section 2. It is further this Council's intent that the additional mill- ge which must be voted upon by the electorate to support the "voted" bond [j ssues for street and road improvements and the combined community center- swimming pool complex is contemplated by this Council as only a secondary source to support the bond issues and will in no event be utilized unless the extreme unlikelihood would occur that the income tax increase of ~% would ever fall short of supporting said capital improvements. Section 3. It is Council's intent to thoroughly study the revenue antici- ated to be derived from the proposed income tax and the anticipated cost of the bond issues and improvements to be made as a result thereof to make certain that the income tax revenues increase will support the bond issues without re- sort to property tax increases.
