Inc., F.1m No. 30045 Resolution No. 02 -12 Passed A RESOLUTION APPROVING THE CITY OF DUBLIN AS THE SELECTED MUNICIPAL APPOINTMENT TO THE FRANKLIN COUNTY 9 -1 -1 PLANNING COMMITTEE 2 0 WHEREAS, pursuant to Section 4931.42 of the Ohio Revised Code, the Franklin County Board of Commissioners has created a 9 -1 -1 Planning Committee; and plan for adopting and modifying an effective and updated 9 -1 -1 system countywide; and WHEREAS, the purpose of convening the 9 -1 -1 Planning Committee is to develop a WHEREAS, the 9 -1 -1 Planning Committee for Franklin County consists of five members, including the presiding officer of the board of county commissioners; the chief executive officer of the two most populous cities in the county; a member of a board of township trustees selected by a majority of the boards of trustees of the county; and a chief executive officer of a municipal corporation in the county selected by a majority of legislative authorities of municipal corporations in the county; and WHEREAS, the 2010 census results have necessitated a change in the designation of the second largest city appointment and the selected municipal appointment; and WHEREAS, the City of Dublin currently serves as one of the five primary wireless Public Safety Answering Points in Franklin County and has expressed an interest in serving as the selected municipal appointment on the 9 -1 -1 Planning Committee. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, —7— of the elected members concurring that: Section 1. The Chief Executive Officer of the City of Dublin is hereby approved as the selected municipal appointment to the Franklin County 9 -1 -1 Planning Committee. Section 2. Grigsby, City Manager 'A�_ Date: January 5, 2012 Initiated By: Heinz von Eckartsberg, Chief of Police Jay Somerville, Police Bureau Commander Memo Re: Resolution 02 -12 — Franklin County 9 -1 -1 Planning Committee Appointment Background In preparing for their first organizational meeting since the 2010 census, the Franklin County 9 -1 -1 Planning Committee is required to change the political subdivisions appointed as committee members. This reorganization has opened a seat on the committee for a municipal corporation at- large appointment. Per Ohio Revised Code Section 4931.42, the appointment is for "the chief executive officer of a municipal corporation in the county selected by the majority of the legislative authorities of municipal corporations in the county pursuant to the resolutions they adopt." Although Westerville and Gahanna initially expressed interest in filling this vacancy, they have since withdrawn from consideration, leaving the City of Dublin as the agreed -upon candidate. In order to officially seat Dublin as the representative, a majority of the legislative bodies of the municipalities within Franklin County (nine of sixteen) must pass a resolution in support of the appointment. Once nine resolutions have been passed in support, Commissioner Paula Brooks, as chair of the committee, will convene a meeting and complete the appointment. Dublin serves as a primary public safety answering point (PSAP) for all wireline 9 -1 -1 calls placed within the city limits of Dublin. In addition, Dublin also serves as one of five primary PSAPs in the county for wireless 9 -1 -1 calls, answering calls for areas throughout northwest Franklin County including Worthington, Hilliard and parts of Columbus. As the third busiest 9 -1 -1 answering point behind the Columbus Police and the Franklin County Sheriff, Dublin is well positioned to represent the other municipalities in the county. If approved, City Manager Marsha Grigsby will serve as the representative to the committee. Recommendation Staff recommends adoption of Resolution 02 -12 at the January 9, 2012 Council meeting.
