L A RESOLUTION ADOPTING A SUBMITTAL FROM THE PARKS AND RECREATION COMMITTEE DEFINING THE RESPONSIBILITIES OF SAID COMMITTEE AND A JOB DESCRIPTION FOR THE DIRECTOR OF PARKS AND RECREATION. WHEREAS, the Parks and Recreation Committee has submitted a definition of their responsibilities and a Job Description for the Director of Parks and Recreation, and; WHEREAS, Council is of the opinion that both documents should be recognized and approved; NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Dublin, State of Ohio, S of the elected members concurring: (""'. EXHIBIT "A" THE RESPONSIBILITIES OF THE DUBLIN PARKS AND RECREATION COMMITTEE I. TO WORK with the PARKS AND RECREATION DIRECTOR to achieve the goals set by the Village Council and the Parks and Recreation Committee. ,.,<~ II. TO WORK with the DUBLIN VILLAGE COUNCIL in an advisory capacity on all matters pertaining to Parks, Open Spaces, and Recreation. ~iII'" III. TO ADVISE AND REVIEW with the Parks and Recreation Director budget for any upcoming fiscal year prior to submission to the Village Administration. IV. TO REVIEW, prior to submission to the Village Administration, cost analysis as to various operational expenses occasioned by capital expenditures for parks. V. TO REVIEW periodically reports from the Parks and Recreation Director as to the status of financial expenditures for the current year and make recommendations as are appropriate under the circumstances to see the implementation of a quality recreation program within budgetary limitations. VI. TO PERFORM the following areas: A. Programs: To see the Community Recreational Needs are met with 1. Quality Programming 2. Adequate Facilities "A""~ a. Be responsible for research needed on major cost -. projects; b. Review proposed purchases of athletic and playground equipment, picnic shelters, etc. c. Review placement of structures, athletic fields and all forms of trails. B. Parkland and Open Spaces 1. To prepare and periodically review the Dublin Recreation/ Open Space Master Plan .. 2. To cooperate with the Planning and Zoning Commission in the Review and Appraisal of Proposed Land Donations 3. To acquire new lands a. For the expansion of existing facilities; b. For the development of new parks; ,.... c. For the preservation of Dublin's natural resources ,- and historical heritage. C. Special Events 1. To review plans for holiday celebrations 2. To review special park use requests. D. Community Communication 1. To provide an avenue through which community needs can be voiced by personal contact, community meetings and surveys 2. To provide active participation in communicating with the various boards, organizations, individuals and schools whose activities and goals are congruent with those of the Parks and Recreation Committee. " EXHIBIT "B" DIRECTOR OF PARKS AND RECREATION GENERAL DESCRIPTION OF POSITION AND DUTIES: The employee in this class is responsible for the general administration, development and direction of recreation programs for all groups, ages, and ,.- interest levels within the City, and oversees the care and maintenance of all parklands within the City. This employee functions with wide latitude of technical and administrative discretion within the framework of broad policies established by the Manager and City Council. Prepares annual budget and submits the same to the Parks and Recreation Committee for approval and/or modification and fowards the same to the Village (City) Manager; submits purchase orders, work orders and the like to the Village Manager or a person designated by the Manager and Finance Director as is appropriate; prepares, with the assistance of the Finance Director, financial projections for new programs and/or capital improvements; reports, on a periodic basis to the Parks and Recreation Committee, for its approval, the on-going financial status of the Parks and Recreation budget. EXAMPLES OF WORK: Schedules, organizes, coordinates and staffs all recreational and special events activities. Maintains all parks and public grounds, and coordinates and schedules said maintenance by assigning appropriate personnel and equipment. ,... Correlates and schedules the use of recreational facilities. ,,-' Attends meetings of the Parks and Recreation Committee. Attends Council meetings as directed by the City Manager. Makes recommendations to the City Manager regarding additional personnel and equipment. Prepares and distributes periodic reports about the departments' activities. Prepares plans for future Capital Improvements, recommends the acquisition of park areas and directs park development. Interprets the recreation program through press releases and other community agencies and groups, public and private. ...... . .,. . REQUIRED TRAINING AND EXPERIENCE: College degree with a major area of work in recreational administration, physical education, education or related field; five (5) years' experience in any of the areas which would meet the minimum of the educational require- ment; knowledge of all phases of community park and recreation work and its ,... administration. ,- DESIRABLE SKILLS AND ABILITIES: Gives leadership to hislher staff, allocates and supervises the work of subordinates, and provides programs for training them. Keeps abreast of current recreational trends through conferences, professional publications and continuing education courses. .-. """- ~
