RESOLTUION TO JOIN GOVERNMENT COALITION TO
[ INTERVENE BEFORE THE PUBLIC UTILITY COMMISSION.
WHEREAS, the Village of Dublin, Ohio is a user of electricity
produced by one of the three owners of the Zimmer Nuclear Power
Station; and
WHEREAS, the future of the Zimmer Nuclear Power Station may
have serious repercussion on the rates charged to this
government body and its residential, commercial and industrial
consumers; and
WHEREAS, the future rate increases by the owners of the Zimmer
Nuclear Power Station may be derived from the mismanagement of
construction of the Zimmer Nuclear Power Station; and
WHEREAS, any conversion attempt by the three owners of the
Zimmer Nuclear Power Station to a fossel fueled electric
generating facility, may cause future rates to be more
exorbitant than possible alternatives such as, but not limited
to, building a coal-fired plant at a different site, aggresive
educational energy conservation techniques taught to area
consumers, restoration of current "moth balled" plants, and/or
purchase of power through firm contracts from other utility
companies that have excess capacity; and
[ WHEREAS, this governing body is concerned with the present
accounting system for guaranteeing no co-mingling of funds from
the past failed project to this current conversion project
which could ultimately seriously affect future electric rates
charged by the three owners of the Zimmer Nuclear Power
Station.
NOW, THEREFORE BE IT RESOLVED that the Village of Dublin, Ohio,
encourages the Public Utility Commission of Ohio to rule on
actions before it in such a manner which will protect the
interest of consumers from paying unnecessary and
unsubstantiated costs through future rate increases relative to
the Zimmer Nuclear Power Plant or its conversion to a coal
fired facility.
BE IT FURTHER RESOLVED that the Village of Dublin, Ohio,
authorizes the Montgomery County Prosecutor's Office, through
its appointed special counsel, to intervene in all pending PUCO
procedures, as well as all ancillary legal actions related
thereto and other related proceedings, on behalf of this
governing body, its residential, ~ommercial and industrial
users; and
BE IT FURTHER RESOLVED, that the Village of Dublin, Ohio
C wishes to contribute $225.00 to join a coalition of governments
to hire said special counsel, expert testimony and other
litigation costs involved in the PUCO proceedings.
BE IT FURTHER RESOLVED that the Clerk certify a copy of this
Resolution to each of the Public Utility Commissioners of Ohio
and Governor Richard F, Celeste and Ohio House Speaker Vernal
G. Riffe and Senate Prsident Harry Meshel, and Montgomery
County Prosecutor Lee C. Falke.
