RESOLUTION OF URGENCY
[ WHEREAS, the Village of Dublin entered into a Sewer Service contract
with the City of Columbus on the 4th day of October, 1971 and;
WHEREAS, in Section No.3 of said contract, it is stated that the City
of Columbus agrees to construct an extension of its West Branch U er
~C10 0 Main Trunk Sanitary Sewer from its present terminus northward
to the vicinity of Cosgray Ditch and, further states that it is
stipulated by the City of Columbus that the plans and specifications
for the aforesaid portions of the Upper Scioto West Branch Main Trunk
Sanitary Sewer are almost complete, that right-of-way is in the process
of procurement and that construction will be in no later than March 1
972 barring delays, beyond the control of the City.
WHEREAS, the Village of Dublin is in receipt of an injunctive decision,
rendered on January 23, 1973 which effectively delayed the project,
however;
WHEREAS, the Village of Dublin has had continued growth in Residential,
Commercial and Industrial development, primarily on the West side of the
Scioto River and was compelled, because of the January 23, 1973 injunctive
decision, to construct a very costly Sewer Lift Station to handle all
effluent from all development west of the Scioto River, and
WHEREAS, said Lift Station, which is also costly to operate, is rapidly
r reaching its maximum capacity which will result in a very costly ex-
pansion if Dublin is to continue its inherent right to continue develop-
...... ment to sustain a sound tax base for Village operations and service
demands:
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Dublin,
7 of the elected members concurring:

Section 1. That the City of Columbus is hereby requested to act in an
expeditious manner to fulfill their commitments under the 1971 contract
at the earliest possible date.
Section 2. That the Mayor, City Manager, and Councilmembers of the
Village of Dublin are willing, at any time, to meet with City of Columbus
officials to explain the Village's urgent need to have this West Branch
Upper Scioto Main Trunk Sanitary Sewer constructed as soon as possible.
Section 3. That certified copies of this Resolution be submitted to the
Mayor, Councilmembers, City Attorney and Service Director of the City
of Columbus.
