Cols., O. ~~"" n~~~tb Form No. 6233-A Resolution No. 19-89 Passed nm _19_ A RESOLUTION TO AUTHORIZE AN AGREE- MENT TO FORM THE FRANKLIN COUNTY REGIONAL SOLID WASTE MANAGEMENT AUTHORITY WHEREAS, Ohio Amended House Bill 592 requires all counties in the State to form Solid Waste Management Districts; and, WHEREAS, by Resolution No. 1462-88, the Board of County Commissioners, Franklin County, Ohio, established the Franklin County Solid Waste Management District; and, WHEREAS, pursuant to Section 343.011 of the Ohio Revised Code, the Board of County Commissioners, Franklin County, Ohio, by Resolution 393-89, declared the adoption of the Franklin County Solid Waste Authority; and, WHEREAS, it is in the best interest of the citizens of Dublin and Franklin County to participate in a county-wide waste management district; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That the City of Dublin endorses the Agreement to Form the Franklin County Regional Solid Waste Management Authority authorized by Resolution 394-89; said Agreement is attached to and made a part of this Resolution. Section 2. That this Resolution shall take effect and be in force from and after the earliest period allowed by law. Teater Hugh DeMoss April 18, 1989 Dear Municipal Mayors and Township Trustees: Amended H.B. 592, Ohio's new solid waste law, became effective June 24, 1988. The law requires that all counties In the State , , are to form Solid Waste Management districts. In compliance with the law, the Board of County Commissioners, by Resolution No. 1462-88, dated November 29, 1988, established the Franklin County Solid Waste Management District. H. B. 592 allows the formation of Regional Solid Waste Management Authorities. Solid Waste Management Districts can establish a Regional Solid Waste Management Authority when a proposal to form the authority is approved by municipalities and townships representing at least Sixty (60%) percent of the total population of the district. Activities accomplished to date towards establishment of the Franklin County Regional Solid Waste Management Authority are listed below: December 12, 1988 Columbus City Council, by Resolution No. 276X-88, requested "that the Franklin County Board of Commissioners propose the formation of a Franklin County Regional Solid Waste Authority. December 13, 1988 Franklin County Board of Commissioners, by Resolution No. 1520-88, proposed the formation of the Franklin County Regional Solid Waste Authori"ty and "transmitted a copy of the resolution "to each municipal corporation. Each entity was requested 1:0 vote on the proposal to form the Franklin County Regional Solid Waste Authority. April 18, 1989 Franklin County Board of Commissioners, by Resolution No. 393-89, declared the proposal for the formation of the Franklin County Regional Solid Waste Management Authority adopted.
