WHEREAS, the Village of Powell has a self recognized need for the adminis- tration of a proposed income tax ordinance. NOW, THEREFORE, be it resolved by the Council of the City of Dublin, State of Ohio, 5 Of the elected members concurring: Section 1. MEMORANDUM TO : Tim Hansley, City Manager . through Nanette Metz, Finance Director FROM: Steve Hoffman, Tax Administrator SUBJECT : Council Resolution DATE : June 21, 1989 r have written the attached resolution of intent to support the administration of the tax program for the Village of Powell for the approval by council at the July 11, 1989 meeting. The Powell Village Manager, Bob Schaumleffel, has requested, per instruction from his council members, that he obtain some form of commitment from Dublin as Powell is progressing through the steps of an income tax ordinance enactment. The administration of the program by Dublin would be much the same as when Columbus administered the tax program for Dublin. That is, there would be a percentage fee charged on gross collection. Due to Powells immediate potential to only generate limited tax revenue, the actual revenue generated for Dublin would be a small, but increasing, amount. Despite limited revenue to Dublin, r feel certain that a worst case scenario, as it would affect Dublin, would be a breakeven to Dublin in the first years administration. r predict that in future years the revenue to Dublin would exceed its cost of administering the program. Also noteworthy would be a provision for either party to terminate the contract at any time with six months notice to the other party. Thus, this should be viewed as beneficial as long as both parties feel there is a mutual advantage to continue to have this agreement in place. r believe that Powell should receive the benefit of our experience during the crucial initial stages of their growth in income tax administration and other governmental areas as well. As you know, cooperation, especially among local governmental bodies, is a valuable source of information and assistance to staff personnel to help determine procedures in the everyday operating environment. This resolution is to serve only as an indicator to Powell of Dublins willingness to administer the tax program. Powell has already expressed their desire of working with Dublin on this issue. The actual ordinance to enter into an agreement with Powell would be subject to agreement terms being defined and accepted by both municipalities at a later date. Memorandum June 21, 1989 . - . Page Two I feel it is in the best interest of Dublin to offer this support to Powell. It serves to promote inter-governmental relations among two municipalities located in the northwestern part of Franklin and southwestern part of Delaware counties. It serves to help get Powell started in the right direction of professional tax administration. It could serve to make a profit center of a city department and it could foster long term . relationships between Powell, Dublin and other suburban municipalities. I regret that I will not be able to attend the July 11th meeting due to a planned vacation. I hope this memo helps to answer any concern that council may have. I will be happy to offer any additional information that may be requested upon my return. . . . June 13, 1989 Dear Steve: This letter will act as a follow up to our telephone conversation this morning pertaining to, the Village of Powell, implementing a Municipal Income Tax. At last Tuesday nights Village Council Meeting ,during the discussion of the first reading of the enactment of a Municipal Income Tax, the Village Council of Powell instructed this office to start the process in development of a formal agreement between the Village of Powell and the City of Dublin. That agreement would request that the City of Dublin act as_a third party administrator for collection and distribution of a Municipal Income Tax. The Mayor and Village Council greatly appreciate the support from your office and the assistance in the development of the initial, enabling legislation and would look very favorably on development of a joint working relationship on the income tax collection. I hope this letter will serve as enough formal acknowledgement, of the Village of Powell's interest into having the City of Dublin act as our income tax administrator and if the City Council of Dublin would like either additional information, clarification, or a personal interview with representatives of the Village, we would be more than happy to make ourselves available.
