05-89 Resolution RECORD OF RESOLUTIONS ~~ ati I Form No. 6233-A National Graphics Corp., Cols., O. n 9~P.WlCS Resolution No. 05-89 Passed 19 A RESOLUTION OF SUPPORT FOR LAW ALLOWING LOCAL GOVERNMENTS TO INCREASE LICENSE TAG FEES FOR FUNDING ROAD AND BIRDGE CON- STRUCTION AND MAINTENANCE WHEREAS, in 1987 the Ohio General Assembly enacted a law which allows local governments to increase the license tag fees for the purpose of funding necessary road and bridge construction and maintenance; and, WHEREAS, said legislation permits a county to increase the fee in two $5.00 increments; and, WHEREAS, this user fee is a proven concept in that the funds can be spent only on roads and bridges; and, WHEREAS, the proceeds from the "first $5.00" increment are divided equally between the county and the municipality in which the vehicle is registered. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the City of Dublin supports the proposed enactment of the increase in license tag fees to be recommended to the Board of County Commissioners to ensure the continuation of adequate funding for roads and bridges throughout the county. Section 2. That this Resolution is an emergency necessary to preserve the public health, safety and welfare and therefore shall take effect and be in force immediately upon its passage. Gatto II As we both know from the many studies done on the subject and Real Estate Administrator our own day-to-day contact with the traveling public, the improve- ments needed to meet the ever increasing demand greatly exceed the monies available for construction of roads. Additionally, the in- flationary impacts of increased costs for materials, equipment and labor divert more and more funds for baseline maintenance. For example, under present revenue sources, in 1993 I will have enough money for only a minimum of resurfacing and one or two small bridges. Funds may not be available at all to improve any congested facili- ties that result from ever-increasing highway demand. The addi- tional $10.00 will not fully meet those identified needs but it will help us in addressing our most pressing problems. 970 Dublin Road / Co11llllbus, Ohio 43215/ (614) 462-3030 . Page 2 Through my position with the County Engineers Association of Ohio, r was very involved in the legislative process leading to the passage of this act. It was made very clear to CEAO, the Ohio Municipal League and the Ohio Township Association that the General Assembly had no desire to address local highway needs by way of an increase of the state license fee. Their position was that, even though Ohio ranks 43rd in the country for motor ve- hicle license taxes, the problem would have to be addressed locally via the new permissive license tag fees. Before any of our highway problems can be addressed with these monies, r need your support when r recommend the en- actment of the increase to the Board of County Commissioners. Since the law dictates the timing of the advertisements and hear- ings, a letter of support from you and a resolution from your council prior to the two public hearings would greatly assist our cause. r would like to submit these for the record in early February to show that many share my concerns for ensuring the con- tinuation of adequate funding for our roads and bridges throughout the county. Traffic, like rain water, does not recognize artificial political boundaries. The opportunity is at hand for us to solve a number of the problems created by the growth of traffic within Franklin County. Please join me in the quest to ensure additional monies are available for us to respond to the demands. r would appreciate a letter and a resolution of support by February 1st.
