INTENT IN REGARD TO THE CONSTRUCTION AND FINANCING OF THE COMMUNITY RECREATION CENTER, AND DECLARING AN EMERGENCY WHEREAS, City Council unanimously approved on July 19, 1993 the Scheme 5 option for Phase One of the Community Recreation Center, consisting of a competitive pool, leisure pool, fitness and aerobics area, gymnasium, and core facilities at a total cost estimated at $10.9 million. WHEREAS, staff has identified approximately $9.2 million of available cash reserves and debt capacity for the Community Recreation Center. Various al ternati ve funding mechanisms will be explored to fund the remaining $1. 7 million, including operational partnerships with area health care providers or wellness programs with local businesses. In the interim, Council has approved in concept the dedication of $100,000 to $120,000 per year of hotel/motel tax revenues, beginning in 1996 to retire any debt service necessary for this $1.7 million funding gap. WHEREAS, annual direct operating costs for the Center are estimated at this time to be $700,000 to $1,000,000, and Council is desirous that user fees, which will be determined during a rate-setting process, support a substantial portion of the direct operating costs of the facility. Furthermore, Council endorses in concept the future goal of retiring a . portion of the capital costs for the facility via the user fees, to the extent that revenues exceed direct operating costs. WHEREAS, Council has directed staff to begin final negotiations to acquire the identified Ruscilli property as the preferred site for the Community Recreation Center, subject to further action by staff if they determine that another site would be more advantageous. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of DUblin, State of Ohio, ~ members concurring that: Section 1. Council endorses Scheme 5 for Phase One of the Community Center, and urges staff to proceed with design and construction with all due diligence. Section 2. Council approves the dedication of $100,000 to $120,000 of hotel/motel tax revenues, beginning in 1996 to retire any debt service necessary for the $1.7 million funding gap. Section 3. Council further directs staff to continue to seek alternative funding mechanisms for the $1. 7 million shortfall. ~. A final determination on funding will be made as part of the annual update to the City's Five-Year CIP prior to the award of the construction contract and issuance of the debt for the construction of the Community Recreation Center. Section 4. Council is desirous that user fees for the facility established during the rate-setting process are sufficient to provide for substantial funding of the direct operating costs of the facility. Council also endorses a future goal of retiring a portion of the capital costs for the facility from user fees in the event that revenues exceed direct operating costs. Section 6. Staff is authorized to begin final negotiations to acquire the identified Ruscilli property as the preferred site for the Center. This is subject to further action by staff if another site is found which would be more advantageous. Section 7. That this Resolution is declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and therefore this Resolution shall take effect and be in force immediately upon its passage.
