13-93 Resolution ~ RECORD OF RESOLUTIONS Doyton legal Blnnk Co 'orm No. 3004.\ -- - - -....--...--...--.. -- - ..__. .._.___._.._.u _..__..__ ..._ ________._ ___._ _____._________~._..___.__ ____.__ l1eso{1I1 ion So, 13-93 Passed 19 A RESOLUTION AUTHORIZING THE CITY OF DUBLIN, OHIO TO FILE MULTIPLE APPLICATIONS AND ENTER INTO AGREEMENT WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES FOR THE PURPOSE OF ACQUIRING FUNDS THROUGH THE LITTER PREVENTION AND RECYCLING PROGRAM PURSUANT TO THE OHIO LITTER CONTROL ACT OF 1980, AND DECLARING AN EMERGENCY. WHEREAS, the City of Dublin recognizes the existence of a litter problem within the state of Ohio, and the need to address the problem at the local level; and WHEREAS, the Ohio Litter Control Act of 1980 provides, through the Department of Natural Resources, Division of Litter Prevention and Recycling for the purpose of allocation of funds in the form of grants for the purposes of supplemental local Litter Prevention and Recycling Programs; and WHEREAS, the City of Dublin recognizes and supports the goals of the Solid Waste Authority of Central Ohio to achieve a 50% reduction of the commercial waste stream and a total 40% reduction of the combined residential and commercial waste stream; and WHEREAS, the City of Dublin supports the 1993 goals of the Solid Waste Advisory Committee as appointed by the City Council of Dublin; and WHEREAS, Dublin City Council supports grant initiatives as determined by their annual goal setting process. NOW, THE~ BE IT RESOLVED by the Council of the City of Dublin, state of Ohio, members concurring: Section 1. That the City of Dublin hereby endorses and supports Litter Prevention and Recycling Programs for the City of Dublin and authorizes the necessary funds to implement said programs, if approved, as indicated in its application. Section 2. That the City of Dublin is hereby authorized to apply for and, if awarded, enter into agreement with the Department of Natural Resources to administer a grant to implement said programs, and that the City of Dublin is hereby authorized to sign said agreement. Section 3. That the City of Dublin hereby requests the Department of Natural Resources, Division of Litter Prevention and Recycling, to consider and fund its programs as described in the applications. Section 4. That it is found and determined that all formal actions of the City Council of Dublin concerning and relating to the adoption of this resolution were adopted in an open meeting of the City Council of Dublin. and that all deliberations of the City Council of Dublin and any of its committees that resulted in such formal action, were in meeting open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised code. Section 5. That this Resolution is declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and therefore this Resolution shall take effect and be in force immediately upon its passage. Leshnock, Project Coordinator SUBJECT: Ohio Department of Natural Resources Grant Applications DATE: August 12, 1993 The City of Dublin has the opportunity to receive grant funding from the Ohio Department of Natural Resources, Division of Litter Prevention and Recycling. We seek to have city Council pass an emergency resolution supporting staff efforts to file grant applications with the Division of Litter Prevention and Recycling. Two applications will be filed with the Division of Litter Prevention by August 27, 1993, the application filing deadline. The two grants the City will apply for are a Local Government Grant and a Recycle, Ohio! Grant. The City's Local Government grant application will ask for funding for Dublin's ongoing recycling and litter prevention education and awareness programs and funding for the program coordination and management of these programs. This grant will require a 10% local funding match from the City. The City's Recycle, Ohio! application will ask for funding for the purchase of recycled content products by the City and funding for the development of a business recycling and refuse collection pool. We feel this is good opportunity for the City and will enable the City to further support, pursue, and achieve the joint goals of the Solid Waste Authority of Central Ohio, Dublin City Council, and its Solid Waste Advisory Committee. Also this grant initiative is pursuant to City Council's goal to seek outside funding for City activities and programs when and where feasible.
