08-93 Resolution ~ RECORD OF RESOLUTIONS Deyton Legal Blank Co form No. 30045 Resolutiol! .\'0. 8-93 Passed 19 A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION AND ENTER INTO AN AGREEMENT WITH THE OHIO DEPARTMENT OF NATURAL RESOURCES FOR THE PURPOSE OF ACQUIRING FUNDS THROUGH THE DIVISION OF FORESTRY'S URBAN FORESTRY ASSISTANCE PROGRAM, AND DECLARING AN EMERGENCY WHEREAS, the quality of urban life is enhanced by the proper management of the urban forest resource; and WHEREAS, the city of Dublin recognizes the importance of providing tree and shrub related benefits to its citizens; and WHEREAS, funding for the purchase, installation and care of trees and other urban vegetation is available through the Ohio Department of Natural Resources, Division of Forestry. NOW, THEREFORE, BE IT RESOLVED by the Council of the city of Dublin, state of Ohio, ,5 of the elected members concurring that: Section 1. The City Manager be and hereby is authorized to apply for and, if awarded, enter into an agreement with the Department of Natural Resources to administer a grant to implement said program, and that the city Manager is authorized to sign said agreement. section 2. That the City of Dublin hereby requests the Department of Natural Resources, Division of Forestry, to consider and fund its application project. section 3. That this resolution be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health, or welfare of the residents of this city, and therefore this resolution shall take effect and be in force immediately upon its passage. Hansley, City Manager DATE: June 3, 1993 RE: Tree Management Grant Initiated by: Fred Hahn, Parks Administrator The Ohio Department of Natural Resources has a matching grant available for management of the urban forest. This grant can not be used for tree planting purposes. The Park's staff wish to apply for this grant, and if awarded, undertake a park tree inventory. The advantages to this inventory include: 1. Determine the total number of planted park trees. 2. Assess condition and general health of park trees. 3. Aid in planning for budget purposes and staffing levels. 4. Improve management decisions in developing parks and in maintaining current park trees. 5. Determine percentages of tree species and genera, helping to assure a diversity of trees within the parks. 6. Facilitate replacement of dead trees. 7. Improve tree maintenance. 8. Provide a historical record. If awarded, we would contract an intern to do the inventory and mapping. The duration of the project is estimated to be 9 months. Total cost to the City of Dublin is $7,625.00. We will build this cost into our operating budget in 1994. This project is something that staff has wished to do for a long time, but have not been able to schedule. I feel this is a wonderful opportunity to achieve this goal at minimal cost to the City. Part of the grant application is a proclamation by Council. The grant deadline is June 10th, so we would need this resolution passed at the June 7th meeting.
