A RESOLUTION AMENDING
RESOLUTIONS 26-89 AND 19-90
ESTABLISHING A COMMUNITY REINVESTMENT
AREA WITHIN THE CITY OF DUBLIN
WHEREAS, Council previously established pursuant to Resolution
26-90 the Tuttle Road community Reinvestment Area; and
WHEREAS, Council acknowledges that the boundaries of the
Tuttle Road community Reinvestment Area were originally drawn
in error; and
WHEREAS, Council acknowledges the fact that residential
development creates demands upon city services and the School
District and does not contribute significantly to the City's
tax base; and
WHEREAS, Council acknowledges that certain commercial/
industrial developments provide significant net fiscal
benefits to the city of Dublin which under certain
circumstances warrant the use of special tax incentives
because of the public benefits derived therefrom; and
WHEREAS, Based upon the foregoing, Dublin City Council desires
to amend Resolutions 26-89 and 19-90 to modify the boundaries
of the Tuttle Road Reinvestment Area, to clarify its policy
regarding the granting of exemptions within such areas, to
appoint a new housing officer as required by law, and to
cancel all pending tax exemption applications for areas that
were formerly within the Tuttle Road Community Reinvestment
Area and which are now located outside this area as amended by
this Resolution.
NOW THEREFORE, BE IT RESO~VED by Council of the City of
Dublin, State of Ohio, ~ of its elected members
concurring that:
section 1. Resolutions No. 26-89 and 19-90 are hereby amended
to include only those areas designated as being within the
Tuttle Road community Reinvestment Area (Revised) and more
fully described in the document entitled "Boundaries of the
Tuttle Road Community Reinvestment Area (Revised)" attached
hereto and incorporated herein as Exhibit "A".
section 2. It has been and shall remain Council's general
policy to discourage tax exemption of new high-income
residential developments or improvements which are not
blighted or in threat of becoming blighted due to the negative
effects such exemptions have upon the City of Dublin and the
School District.
section 3. The City Manager or his or her designee is hereby
designated to fill the currently vacant position of "housing
officer" as required by law.
section 4. Council specifically acknowledges that the two
residential tax exemptions previously granted shall not be
affected by this legislation.
section 5. All pending applications for the exemption for
areas which were formerly within the Tuttle Road Community
Reinvestment Area and are now located outside the area, as is
set forth and more fully described in the previously
referenced Exhibit "A" are hereby
denied.
