39-92 Resolution ." -, RESOLUTION NO. 39 -92 A RESOLUTION APPROVING THE REPORT OF THE ASSESSMENT EQUALIZATION BOARD ON OBJECTIONS CONCERNING THE ESTIMATED SPECIAL ASSESSMENTS FOR THE IMPROVEMENT IN THE CITY OF TULLER ROAD FROM RIVERSIDE DRIVE EAST TO THE EXISTING INTERSECTION WITH VILLAGE PARKWAY AND VILLAGE PARKWAY FROM THE EXISTING INTERSECTION WITH TULLER ROAD TO A POINT APPROXIMATELY 410 FEET SOUTH OF THAT EXISTING INTERSECTION BY WIDENING, GRADING, DRAINING, PAVING, CURBING, LIGHTING, INSTALLING WATERLINES, FIRE HYDRANTS AND STORM SEWERS, CONSTRUCTING NEW CONNECTION CURVES TO REPLACE THE EXISTING INTERSECTION OF TULLER ROAD AND VILLAGE PARKWAY, AND RELOCATING OVERHEAD WIRES, CABLES AND APPURTENANT EQUIPMENT UNDERGROUND, TOGETHER WITH ALL NECESSARY APPURTENANCES INCLUDING CONSTRUCTING A BIKEWAY, AND ACQUIRING REAL ESTATE AND INTERESTS IN REAL ESTATE THEREFOR, AND DECLARING AN EMERGENCY. WHEREAS, t.he Assessment Equalizat.ion Board appointed by Resolut.ion No. 37-92 adopt.ed May 4, 1992, t.o hear and determine all objections to the est.imat.ed special assessments for the improvement in t.he City of Tuller Road from Riverside Drive east to the existing intersection with Village Parkway and Village Parkway from the existing intersection with Tuller Road to a point. approximately 410 feet south of that. existing intersection by widening, grading, draining, paving, curbing, lighting, installing waterlines, fire hydrants and storm sewers, constructing new connection curves to replace the existing intersection of Tuller Road and Village Parkway, and relocating overhead wires, cables and appurtenant equipment underground, together with all necessary appurtenances inc1 ud ing constructing a bikeway, and acquiring real estate and interests in real estate therefor, together with all other necessary appurtenances in accordance with Resolution No. 03-92 adopted April 6, 1992, has filed its report with this Council as to its determination of the objections; and WHEREAS, Council has reviewed that report and deems it proper in all respects; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Franklin, Union and Delaware Counties, Ohio, that: Section 1. The report of the Assessment Equalization Board referred to in the preambles to this resolution is approved. The estimated special assessments as reported by the Board shall be filed in the office of the Clerk of Council. Section 2. This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this resolution were adopted in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in those formal actions were in meetings open to the public in compliance with the law. Section 3. Hansley, City Manager /~ SUBJECT: Requests for Advance of Taxes Collected DATE: April 28, 1992 INITIATED BY: Marsha 1. Grigsby, Director of Finance The attached resolution is being requested for cash management reasons. Ohio law allows local authorities to receive advances of taxes collected to the credit of their account. By requesting advances for our real estate and personal property tax collections, we will receive our money sooner and therefore be able to invest those funds and earn additional interest income. We are able to request and receive up to 90% of the amount available of the current collection of taxes and assessed and collected. I am estimating that over the course of a full year, we will be able to earn an additional $7,500 (based on current interest rates). At the beginning of each year, a similar resolution will be presented. At the time of requesting the advance, a request form will be completed and signed by the City Manager and the Director of Finance.
