Passed 19_ i 1f= A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER , INTO A COUNTY AUDITOR'S RECIPROCAL DATA AGREEMENT I WITH THE FRANKLIN COUNTY AUDITOR I ! WHEREAS, the Franklin County Auditor's Office maintains a Geographic i Information System (GIS); and i WHEREAS, the Franklin County Auditor has requested the City of Dublin and other I governmental entities throughout Franklin County to enter into an agreement known as the County Auditor's Reciprocal Data Agreement (CARDA); and WHEREAS, the purpose of CARDA is to facilitate the exchange of information to I be used by the Auditor's Office as the assessor of real property and by the City in i maintaining its GIS for resource and planning information. I I NOW, THEREF&, BE IT ORDAINED, by the Council of the City of Dublin, I State of Ohio, of the elected members concurring that: , I Section 1. The City Manager be, and hereby is, authorized to enter into the County I Auditor's Reciprocal Data Agreement. Section 2. This Resolution shall take effect and be in force in accordance with Section 4.04(a) of the Dublin City Charter. Auditor Joe Testa has made a concerted effort to make the Auditor's data a community resource, and there are now over seventy agencies that have either sent us a letter of intent, or signed an agreement known as the County Auditor's Reciprocal Data Agreement (CARDA). Actually, the City of Dublin sent us a letter of intent in March of 1995 (copy enclosed), and now we would like to formalize the agreement. Weare pleased that the City of Dublin has been sending people to our quarterly CARDA meetings over the years, and have been receiving our data by virtue of the CD Rom that we produce quarterly. We look forward to a time when Dublin will have the ability to share data with us as well, but in the meantime, you are welcome to continue to use our data to help you to carry out your specific projects. I am enclosing a draft copy of a typical, non-binding, formal agreement for your review. If you find it to be acceptable, please let me know. As I indicated to you in our telephone conversation, Auditor Testa would like to have a five-minute slot on a regular Council meeting agenda to brief the council members on what CARDA is about, and answer any questions that they may have. If you could provide a couple possible dates that this might happen, it would be very helpful. If you have any questions, please call me at 462-6274. I will be looking forward to hearing from you. Testa, Franklin County Auditor, and the City of Dublin, referred to herein as the Political Subdivision, for the purpose offacilitating the exchange of information to be used by the Auditor as the assessor of real property in Franklin County and to be used by the Political Subdivision in carrying out its statutory and other public duties. The parties agree that the Political Subdivision will provide the Auditor with certain information in a manner and format that is mutually agreed upon by the parties hereto. The data that is received by the Auditor shall either be entered into the Auditor's Geographic Information System or as yet to be determined to be used as a public record. In return the Auditor will provide the Political Subdivision with the Auditor's base map in a media (CD-Rom, On-Line Access, etc.) to be determined by the Auditor and within the capacity of the computer system. This will include updates thereof ofthe Auditor's Geographic Information System, and the information contained therein may be used by the Political Subdivision for the purpose of carrying out any of its public duties.
