I A RESOLUTION ADOPTING THE CITY OF DUBLIN'S
GOALS FOR 1999
NOW, TtEREFORE BE IT RESOLVED by the Council of the City of Dublin, State of i
Ohio, of the elected members concurring: i

Section 1: That, as a result of the annual goal setting process, Dublin City Council hereby
adopts the following goals for 1999:
99-1 Implementation ofthe Community Plan - High priority elements as designated in the
Division of Planning "Dublin Community Plan- Implementation Items" (attached), that were
presented and reviewed at the goal setting workshop, shall be emphasized.
99-2 Southwest Area - An emphasis is to be placed on the Southwest area of the City as
the Community Plan is implemented. This is to include the development of an overlay plan
to be coordinated through the use of a consultant.
99-3 Revision of the Zoning Code - As part ofthe implementation ofthe Community Plan,
the zoning code is to be revised and should include the addition of an appearance code and
a property maintenance code.
99-4 Enhancement of the City's Planning Component - Aware of the current volume and
scope of work that the Division of Planning is faced with on a daily basis and the need to
move forward with the implementation of the Community Plan, a staffing plan for 1999,
enhancing the long-term planning component of the City's Division of Planning, will be
developed.
99-5 Community Partnerships/Site Sharing - To continue to develop parkland, with an
emphasis toward investigating possibilities of partnerships with other entities.
99-6 Future City HaIl Site - To be included as part of the 1999 Capital Improvements
Program (CIP) budget process, Staffwill identify land to be purchased for the future site of
City Hall. Site selection will be consistent with the recommendations included in the
Community Plan.
Section 2: That this resolution shall take effect and be in force at the earliest point permitted
by law.

City Council Goal-Setting Session - April 17/18, 1998 - Dublin Community Plan -
Implementation Items (From High to Low priority):
High Priority:
A Develop a Citywide architectural review ordinance (replaces pending multi-family
appearance code) (12 months)
B Create a cogent future school district boundary map (adopted by all affected jurisdictions);
strongly recommend that all land within the City of Dublin be (existing and future) be
located within the Dublin City School District. (6 months or longer)
C Address annexation policy Itiming (4-6 months)
D Limit additional regional and large-scale retail (and provide better design standards) (Code
amendment would take 3 months)
E Plan for southwest park and coordinated plan for area development, to avoid piecemeal
development (3-6 months)
F Participate in acquisition of Metro Park; undertake environmental and historic resource
assessment of the metro park land to highlight additional desirable features; coordinate
implementation with Union County and Jerome Township officials (ongoing - assessment
would take 4 months for completion)
G Act on key short-term components of the Thoroughfare Plan (time frame unknown)
H Complete redraft of the zoning code and subdivision regulations to facilitate the
implementation of the Plan's recommendations, to ensure high quality development with
a more predictable process - consider adopting a unified development ordinance (UDO).
(18-24 months for completion - including public hearings)
The Code amendment should include:
. Codified rural setbacks;
. Maximum intensities and floor area ratios;
. Supporting retail and service uses in employment centers, including day care;
. Building setbacks which create pedestrian scale streets;
. Provision of cluster development standardslincentives, especially along the Metro
Park, to support transit service;
. Limitation on filling of floodplain and land disturbance along stream corridors;
requirement of afforestation/reforestation of stream corridors;
. Maintenance all existing vegetation and stream bed. in natural state; reduced
parking requirement for Old Dublin;
. Providing levels of service (LOS) standards;
. Amendment to the driveway spacing requirement;
. Provision of mixed use development standards (integrating all types of community
facilities especially in the southwest area);
. Requiring traffic impact studies for all development and develop guidelines for the
impact studies;
. Modifying road construction standards to maintain seven-foot tree lawn;
. Revision of road design and capacity standards for appropriate function!
classification relationship;

. Requiring multiple connections between residential subdivisions and
retaill commercial developments;
. Requiring bikeways, bike rackslpaths for employment uses;
. Requiring the design of sewers to flow at 75 % of the full flow capacity, and
waterlines and storage facilities to provide adequate rates and system pressures;
. Establishing equitable reimbursement policy for over sizing utilities;
. Requiring provisions of public sanitary sewer;
. Eliminating township zoning designations for annexed land;
. Provision of mechanisms to protect (setbacks, tree protection) and provide access
to the Scioto River;
. Provision of strong tree preservation standards;
. Adoption of enhanced tree planting and maintenance program;
. Preservation of steep slopes; discouraging cut and fIll practices;
. Protecting rare, threatened, and endangered species;
. Promotion of erosion and sediment control; upgrade standards to meet or exceed
current ODNR standards; and
. Provision of continuous, direct, convenient pedestrian linkages to and between
activity centers (for new and existing development)
Medium Priority:
. Establish an annual monitoring and fIscal evaluation process; create a database for same
to monitor and keep track of employment growth over time (3 months for set-up - ongoing
effort through economic development)
. Maintain current levels of service for City services; set up monitoring program (possibly
in conjunction with above); analyze immediate and long-term fIscal consequences before
levels change (3 months for set-up - on-going effort)
. Work with affected adjacent jurisdictions to promote "rural character" development
standards in areas not on public waterlsewer (ongoing effort)
. Work with surrounding jurisdictions to promote consistent regional transportation
planning and programming (discussions should commence and be ongoing)
. Create specifIc master planning effort of Old Dublin/create town square (under
development - final design of town square would take 6-9 months with subcommittee of
Planning Commission/ARB/DDA and public hearings)
. Prepare a specifIc master plan for a consolidated municipal site in the new civic center
(Coffman Park) to include new City Hall (6 months including public hearings)
. Preserve/acquire sites for open space, public river access, environmentally sensitive areas
. Establish a system to assess developers their fair share of transportation costslconsider
impact fees (time frame unknown)
. Improve roadway management to increase road capacity and reduce congestion (time frame
unknown)
. Promote alternatives to the single-occupant vehicle including bicycling (6-9 months)
. Secure greater percentage of funding of new roads from federal, state, county and
developer contributions (6-12 months)
. Continue efforts to remove inflow and infIltration sources within the existing sanitary
sewer system (ongoing)
