1'1. COUNTY ALCOHOL, DRUG ADDICTION AND MENTAL HEALTH
, I, SERVICES LEVY, AND DECLARING AN EMERGENCY

'" II WHEREAS, the Franklin County Alcohol, Drug Addiction and
:1 Mental Health (ADAMH) Services Board is charged by law with
:1 planning, funding and evaluating alcohol, drug addiction and
II mental health services in Franklin County; and

il' WHEREAS, more than 32,000 Franklin County residents received
I care and counseling for alcohol, drug addiction and mental
Ii health problems in 1994 through services provided by 56 non-
if profit ag~nCieS thrOUgho~t the,county; and
1'1 WHEREAS, l.n order to contl.nue Vl. tal mental health, alcohol and
, other drug prevention and treatment services to meet urgent
II" commul:dty needs, the ADAMH Board is seeking to pass a 10-year,
I 2.4 ml.ll levy on the November 7 ballot; and

II WHEREAS, the fl.ght agal.nst alcohol and drug abuse among youth
II and adults remains a priority community concern and the
I: staggering costs of public assistance, lost work productivity
II and human suffering far outweigh the costs of a good alcohol
il and ,drug addiction treatment program and mental health
:1 serVl.ces system.
II NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
II DUblin, State of Ohio, '7 of the elected members concurring
! that:

ii Section 1. We hereby endorse Issue 4, the Alcohol, Drug
il Addiction and Mental Health Services Levy on the November 7
Ii ballot and urge the citizens of Dublin to support the same.

II Section 2. This resolution is declared to be an emergency
:1 measure for the health, safety and welfare of the residents of
i this City and therefore, this resolution shall be effective
II upon passage.
