I A RESOLUTION APPROVING A MODIFIED DESIGN '

, FOR THE COMMUNITY RECREATION CENTER AND ADDITIONS TO THE
III BASE BUILDING FOR CONTRACT, ACCEPTING A REVISED CONSTRUCTION
i COST ESTIMATE, AND DECLARING AN EMERGENCY

II WHEREAS, bids for the Community Recreation Center, which were
I, opened on Friday, October 14, 1994 were all at least ten
II percent higher than the architect's estimate, thereby
!i requiring that the facility be re-bid; and

I WHEREAS, Council directed staff to work with the architect to
: explore all areas of possible cost reduction in order to
'II provide a recommended strategy at the November 7, 1994 Council
I meeting; and

II WHEREAS, the six recommended design changes contained in the
I. memorandum to Council dated November 3, 1994 will preserve the
i basic program for the CRC; will maintain the high
II architectural standards which have been established for this
II landmark facility; and will remain sensitive to the life-cycle
Ii cost considerations which are critical for any such public
II facility; and

II WHEREAS, as part of the comprehensive review of this project, II
Ii staff is also recommending the addition of two items to the ,
,I base bid which were formerly bid as alternates: a running
II' track mezzanine with a simplified railing detail and the
I addition of tile to the pool deck rather than treated
II concrete; and

I WHEREAS, the revised estimate for construction based on the I
median value of the October 14 base bids, the recommended
modifications, the recommended additions, and estimated
savings due to changed bidding conditions, is $9,554,821; and
WHEREAS, the Council Parks and Recreation Committee of the
Whole unanimously endorsed the modified design and revised
construction cost estimate at their November 3, 1994 meeting.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Dublin, state of Ohio, ~ members concurring that:
Section 1. Council hereby accepts the modified design for the
Community Recreation Center, including the six recommended
modifications and the two recommended additions contained in
the November 3, 1994 memorandum.
Section 2. Council hereby accepts the revised construction I
estimate of $9,554,821. I
Section 3. This Resolution is declared to be an emergency I
measure for the preservation of the public peace, health or I
welfare of the residents of this City, and for the further ,
reason that immediate action by Council to endorse the
modified design and construction estimate is necessary to
achieve the goal of a Spring, 1996 opening for the Community
Recreation Center. Therefore, this Resolution shall take I
effect and be in force immediately upon its passage. I
