A RESOLUTION URGING THE GOVERNOR TO ASSIGN THE HIGHEST
PRIORITY TO THE WIDENING OF THE 1-270 NORTH OUTERBELT
BETWEEN DUBLIN AND WESTERVILLE, TO ALLOCATE STATE AND
FEDERAL FUNDS FOR THE CONSTRUCTION OF THE WIDENING
PROJECT, AND DECLARING AN EMERGENCY.
WHEREAS, the city of Dublin's Economic Development Strategy identifies
widening 1-270 as a fundamental issue which has and will impact the city's
ability to retain and expand job opportunities; and
WHEREAS, the city of Dublin's Economic Development Strategy identified
widening the North outerbelt and construction of major regional arterials
as essential to enhancing Dublin's attractiveness as a place to do
business, retain existing employers and maintain current service levels
and quality of life; and
WHEREAS, Dublin business leaders from major corporations, including
Ashland Chemical, wendy's International and OCLC to owners of small shops
which provide over 30,000 jobs to Central Ohio residents, urge all elected
officials who represent them to aggressively advance the widening of 1-270
from Westerville to Dublin; and
WHEREAS, prompt allocation of state and federal funds for highway
improvements is critically needed to move employees to their places of
work and to meet the needs of future employers; and
WHEREAS, the 1-270 North Outerbelt serves thousands of central Ohio
business clients, customers and commuters daily, and current projections
are that the traffic volumes will increase by 55 percent by the year 2020;
and
WHEREAS, at the present time, 1-270 North is limited to two lanes of
traffic in the highly congested area between Dublin and Westerville; and
WHEREAS, the economic growth and future viability of the 1-270 North
corridor is dependent upon adequate freeway access and capacity; and

WHEREAS, the Chambers of Commerce of Dublin, Worthington, Westerville and
Columbus, working in conjunction with local businesses have unanimously
called for the actions proposed in this resolution.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, state
of Ohio, ~ of the elected members concurring:
Section 1. Council urges Governor Voinovich to elevate the 1-270 North
outerbelt improvements project to the highest priority to assure immediate
action.
Section 2. Council requests that Governor Voinovich and Members of the
General Assembly take prompt and effective measures to provide adequate
state and federal funding for the improvements to the 1-270 North
Outerbelt.
Section 3. This Resolution is declared to be an emergency measure
necessary for the immediate preservation of the public peace, health,
safety or welfare of the City, and for the further reason that the 1-270
North Outerbelt widening project is critical to the continued economic
growth of the communities of Dublin, Worthington, Westerville and
Columbus. This Resolution shall therefore be effective upon passage.
