Passed u19u A RESOLUTION TO SET FORTH A STATEMENT OF SERVICES TO BE PROVIDED TO THE AREA IN A PROPOSED ANNEXATION OF 2.685+/- ACRES FROM WASHINGTON TOWNSHIP, FRANKLIN COUNTY TO THE CITY OF DUBLIN, OHIO AS REQUIRED BY SECTION 709.031 OF THE OHIO REVISED CODE, DECLARING AN EMERGENCY. WHEREAS, a petition for the annexation of 2.685+/- acres from Washington Township was duly filed by Christopher T. Cline, 37 W. Bridge street, Dublin, Ohio, agent for petitioner Marjory R. Schneider; and WHEREAS, a public hearing has been scheduled by the Franklin County Commissioners at 10:00 a.m. on Wednesday, November 2, 1994; and WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to said hearing, the Municipal Authority shall adopt a statement indicating what services, if any, the Municipal Corporation will provide to the territory proposed for annexation; and WHEREAS, Dublin City Council adopted an interim annexation policy on June 20, 1994 to provide policy directive regarding proposed annexations to the City of Dublin. NOW, THEREFORE, BE IT RESOLVED by Council of the City of Dublin, State of Ohio, 7 of the elected members " concurring: Section 1. The City of Dublin will provide the following municipal services for 2.685+/- acres in Washington Township, Franklin County if the subject property is annexed to the City of DUblin, Ohio: Police. The City provides Police and Communications service on a full twenty-four hour basis and also has mutual aid agreements with other municipalities. The annexation area lies approximately two miles northeast of Dublin's Police Division Headquarters. Dublin operates with a minimum of three cruisers on duty. A response time of approximately three minutes for an emergency situation should be expected for this area. Fire. Fire protection is currently provided by well- staffed departments in WaShington and Perry Townships. They, too, have mutual aid agreements with other municipalities. This annexation would not change fire department jurisdictional boundaries, and therefore response times for fire and emergency medical services will not be affected. The Washington Township Fire station is approximately two miles northwest of the annexation area and normal response times should be approximately three minutes. Sanitation. Residential refuse collection services are contracted by the City and are currently provided at no additional charge. Street Maintenance. The City has a Street Maintenance Department which provides excellent services in the area of street and road maintenance. This department also provides curbside leaf piCk-Up at no additional charge. The City has SEWER and WATER service area contracts with the City of Columbus and the subject property is within said service areas. Conditioned on the ability of the City of Columbus to provide WATER and to provide sufficient SEWERAGE disposal capacity, the City will have the ability to service the area. Water and sewer lines are accessible to the subject property. Section 3. The proposed annexation appears to be consistent with the City's recently adopted annexation policy. Section 4. This resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety or welfare of the City, and for the further reason that action must be taken prior to the public hearing scheduled by the Franklin County Commissioners on November 2, 1994, and therefore this resolution shall be effective upon passage.
