03-94 Resolution RECORD OF RESOLUTIONS - _.._-_._.._._--._---~------ ...-....--,---..---.-..-.. ----.-----.---..-- __._,..~ _.._.___.___._..________._._.__n___.___._____._____..._.___ Resolutio!l :\"u. 03-94 Pussed 19 A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION AND ENTER INTO AN AGREEMENT WITH THE OHIO DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF ACQUIRING FUNDS THROUGH THE TRANSPORTATION ENHANCEMENT PROGRAM, FOR THE LANDSCAPING OF THE 1-270 AND US 33/SR 161 INTERCHANGE, AND DECLARING AN EMERGENCY WHEREAS, the City of Dublin recognizes that beautifying public property and gateways to the community enhances the quality of urban life; and WHEREAS, City Council identified the landscaping of the 1-270/ US 33/SR 161 interchange as a goal for 1993; and WHEREAS, the City of Dublin is willing to share in the beautification cost; and WHEREAS, the City of Dublin will agree to accept responsibili ty for the continued maintenance of the interchange landscaping; and WHEREAS, funding for the highway beautification is available through the Transportation Enhancement Program administered by the Ohio Department of Transportation (ODOT) . NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: SECTION 1. That the City Manager is authorized to apply for and, if awarded, enter into agreement with ODOT to administer funds for said program, and that the City Manager is authorized to sign said agreement. SECTION 2. That the City of Dublin hereby requests that ODOT consider and fund its application for 1-270 and US 33/SR 161 Interchange Landscaping. SECTION 3. That this resolution is declared to be an emergency measure for the residents of this City, and therefore this resolution shall take effect and be in force immediately upon its passage. Oh:n , MEMORANDUM TO: City Council FROM: Tim Hansley, City Manager DATE: February 16, 1994 SUBJECT: Resolution for 1-270 and US33/SR161 Interchange Landscaping INITIA TED BY: Mary Newcomb, Graduate Landscape Architect . At the February, 1993, goal-setting session, Council identified the landscaping of the 1-270 and US33/SR161 interchange as a goal for that year. Proposals for a conceptual landscape plan for the interchange were sent out to a number of Landscape Architecture design firms in the spring of 1993. After consultation with the Tree and Landscape Advisory Commission, the City contracted with William Behnke and Associates, Landscape Architects, for the preparation of the conceptual plan. Behnke and Associates completed the plan and, after receiving comments from Staff and the Tree and Landscape Commission, is in the process of revising the plan. On February 1, 1994 the City submitted an application for outside matching funds through the Transportation Enhancement Program to finance this landscaping project. This program is administered by the Mid-Ohio Regional Planning Commission (MORPC) and the Ohio Department of Transportation (ODOT). The application requires a resolution from Council stating the City will share in the cost of the project and take responsibility for its maintenance. The Transportation Enhancement Program is an 80/20 match. The estimated cost of the project is $600,000 ($480,000 grant request from ODOT, $120,000 City qf Dublin share). A request for bed tax funds in March, 1993, for this amount was turned down by the Finance Committee. The Finance Committee recommended that the funds comes from the general fund.
