WIIEREAS, the Ohio Department of Development is prepared to provide the I

I, Development Account to be used to help defray the cost of off-site public road
" improvements associated with LCI International Worldwide Telecommunications

I' WHEREAS, the State of Ohio and the City of Dublin participation is contingent

Ii upon performance by L.CI; and

II WHEREAS, Phase I of the LCI project will involve their occupying a 156,000

Ii sq. ft. office building on a 10 acre parcel of property in Dublin, Ohio that LCI
II agrees to lease for a 15 year period. It is estimated that the total investment
II
!I including machinery and equipment will be $33 million. The project will result in
II
'I the retention of250 jobs and the creation of 1,025 new jobs within a three year
Ii period; and

il WHEREAS, the City of Dublin has committed to funding the balance of the off-

II site public road improvements.

!i NOW, THEREFORE, BE IT RESOLVED by Council of the City of Dublin,

I' Section 1: Council hereby accepts the $200,000 grant from the State of Ohio's

II Roadwork Development account with the full understanding that approval from

the State Controlling Board must be obtained.

4.04 (a) of the Revised Charter.

SUBJECT: State of Ohio Grant
The passage of resolution 5-97 is needed in order to formally accept the preliminary
$200,000 grant commitment from the State of Ohio which is being offered as the
State's participation to the City of Dublin for the LCI International Worldwide
Telecommunications (LCI) economic development effort. Grant funds will be used
to help defray costs toward the construction of Phase III of Emerald Parkway.
The City of Dublin's acceptance must be provided to the State by March 24th, at
which time the State development staff will present the proposal to the State
Controlling Board for final release of funds. I therefore urge Council to pass this
Resolution.

The Ohio Department of Development is prepared 10 provide the City of Dublin with a preliminary commibnent
ofup to $200,000 from the Roadwork Development Account (629) 10 be used to defray the cost of ncccssaxy road
improvements in order to aJlow LCI International (LCI) to expand its engineering, information services and
customer services operations to Dublin. Ohio. It is estimated that the total cost of thc public road improvements
will be $7,893,000.
Our participation in this project is contingent upon the following understanding of lhe project:
A. LCI is considering expanding its operations in central Ohio and is also considering
locations for the facility in McLean, Virginia or Greenville, South Carolina.
B. Phase I of the proposed project will involve the construction of a 156,000 sq. ft. office
building on a J 0 acre parcel of property in Dublin, Ohio that LCI would agree to lease for
a 15 year period. It is estimated that the totaJ investment including machinery and
equipment would be $33 million.
C. Completion of Phase I of the project will result in the retention of 250 jobs and the creation
of 1.025 new jobs within a three year period.
D. The City of Dublin will commit to securing the balance of the public access road improvements
cstimated to cost $7,693,000.
This preliminary commitment is also contingent upon the approval of the State Controlling Board. This
cornmilment will remain in effect for acceptance until Aprill, 1997.
