II A RESOLUTION ADOPTING THE CITY OF

'i DUBLIN'S GOALS FOR 1997 j

[i NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of I
II Ohio, fn of the elected members concurring:

II Section 1. That, as a result of its municipal goal setting process, Dublin City Council hereby
adopts the following goals for 1997: ,

97-1 Continue parkland development. As the City continues to acquire parkland an

I; emphasis should be placed on adopting the development plan and associated time line
I!
!I for each site, Le., Cosgray Park, Northeast Quadrant Park, etc. The development

II plan/timeline should be specific enough that it addresses the following:
II Evaluation of the purpose, activity, locations, and needs of each park I
II .
. Defining neighborhood needs versus cornrnunity needs I
Ii . Defining maintenance responsibility I
!! . Timing and priority for improvements

il . Potential connections to the bikeway system
II
II . Potential cooperation with and support from other organizations, Le.,
surrounding cities or townships, surrounding school boards, and! or the private

II sector.
97-2 Continue aggressive funding of traffic infrastructure in the Capital
II Improvement Budget. Seek Issue II funds, continue to use Tax Increment
! Financing, continue to seek state and federal grants and developer contributions to
,
I fund needed infrastructure. Funding should implement long-term. strategies set by the
II Cornrnunity Plan and Thoroughfare Plan with input from the Traffic Advisory Board.

I 97-3 Revitalizing Old Dublin. In coordination with the Cornrnunity Plan Steering
Committee, identify/explore methods of enhancing the economic development and
utilization of Old Dublin through joint public/private partnerships. Explore methods
of attracting more visitors to Old Dublin and identify ways to create an enhanced
sense of cornrnunity for the area. Issues which should be reviewed include:
accessibility, hours of operation, types of business development, riverfront
park/access, parking, and cornrnunity events.
97-4 Town Center. City Council, no later than Surnrner 1996, shall define a viable town
I center concept addressing location, facilities and desired cornrnunity gathering
environment and provide policy direction and guidance to the Cornrnunity Plan
I Steering Cornrnittee.
97-5 Conference Center. Based on the completed market study, continue to explore the
need for, and feasibility of, a conference/training facility in Dublin. Such issues as
financing options, intended uses, management responsibility and location should be
determined.
With respect to financing, emphasis should be placed on the following:
1. Goal of operational self-sufficiency
2. Minimizing up-front capital contribution
3. Minimizing financial risk to the City
4. Explore possible benefactors to endow facility.

97-6 Finish bikeway system. Update Master Bikeway Plan and fund the completion of
the bikeway system in those areas that are not anticipated to be completed by the
. private sector and the completion of critical links even if these could eventually be
completed by the private sector. The plan should incorporate a fitness trail, develop
links to the business community and methods to secure corporate "sponsorships"
should be identified.
97-7 Municipal facilities. Council should fund immediate studies of need for Phase II of
the Recreation Center, a new Municipal Building, a cultural & performing arts center,
and a senior center. The analysis should include an evaluation of potential sites
including but not limited to the Coffinan Park area and the Old Dublin area. The
studies should determine the ability of the various areas to support and accommodate
the city's current and future needs as well as the current and future impact of the
facilities upon those areas.
97-8 Establish Council policy development process. The council policy development
process shall take the form of an ongoing, flexible consensus agenda. At annual
review sessions with council, staff and the public participating, policy shall be
reviewed, revised, or created for short and strategic long-term planning. All policy
shall be included in a policy manual with cross-references to relevant codified
ordinances when applicable. In the case of revision or creation of a new policy,
specific implementation duties shall be designated.
97-9 Relationship Strategy. Council will, through the Administrative Committee, create
a relationship management strategy which identifies the specific issues (including
legislative) and relationships Council wishes to initiate and/or enhance. Contacts will
include external (Congress, General Assembly, local governments), internal (School
II Board, Chamber, City staff and civic associations) and other audiences to be
detennined. The result of this strategy will be continuing economic and community
strength and stability for the City, primarily, as well as for the region. The strategy
II will also include a tracking system with Council assignments to be coordinated and I
managed and regularly reported by the Clerk of Council. I
97-10 Review communications function. Council should review its policy regarding the
mix between "communication and public information" and the other activities of the
Public Information Officer/Special Events Division. This review should be in the
context of the new public policy forums and should take place no later than April,
1996. The Council should detennine what existing activities can be reduced or
eliminated to ensure that the existing communications plan is fully implemented by
Staffno later than August 1, 1996. The Plan should also be reviewed by the Council
Administrative Committee prior to April, 1996 to ensure that it provides for methods
to enhance our positive image, proactive communications with the public, and timely
dissemination of factual information.
97-11 Management processes with boards and commissions--policy direction. Provide
quarterly opportunity for board and commission members to meet with Council
committees to discuss Council goals and how the boards and commissions can help
implement them and to discuss areas where boards and commissions need policy
direction from Council.
