II PROVIDING LOCAL PHONE COMPETITION AND DECLARING i

I WHEREAS, in August 1995, Time Warner Communications was granted approval by the !
,I I
Ii Public Utilities Commission of Ohio (PUCO) to offer local telephone service in 37 Ohio I
I! I
:1 counties; and j
I' WHEREAS, before any new company can offer customers a choice in local telephone service
I
I
, the PUCO wants to make progress on the rules for competition; and
I,
ii WHEREAS, competition in local telephone service will lower prices, improve quality and
II
II increase the number of products and services available to consumers; and

II WHEREAS, allowing competition sends a progressive message about Ohio and its business
climate to the rest of the country; and
WHEREAS, telecommunications is expected to be a key component in economic
development in the near future and states that have advanced information infrastructures will
have an advantage; and
WHEREAS, the City of Dublin believes that the additional investment, taxes, jobs and
services the facilities-based competitors bring to the telecommunications area is critical to
Dublin's and Ohio's ability to compete in the global economy; and
WHEREAS, local competitive phone service may eventually resolve Dublin's extended area
service phone problems;
NOW~FORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, members concurring that:
Section 1. That the City of Dublin recommends that the PUCO order an interconnection I

agreement between Time Warner Communications and Ameritech in order to provide a
competitive market which will facilitate choice and quality service to residents and may allow
for the resolution of Dublin's Extended Area Service phone problems.
Section 2. The Clerk of Council is directed to deliver a certified copy of this Resolution to I
the Public Utilities Commission of Ohio; the Governor of the State of Ohio; State I
Representatives Joan Lawrence, William Schuck, Edward Core; and State Senators Dick I
I
Schafrath, Eugene Watts, and Karen Gillmor.
Section 3. That this Ordinance be, and hereby is, declared to be an emergency measure
necessary for the immediate preservation of the public health safety and welfare, and for the
further reason that the PUCO is scheduled to make a final determination on Thursday, March
.. 21st.. Therefore, this Ordinance shall take effect and be in force immediately upon passage.
