Passed n ... .... ....n.. nnnnnnnn nn, -r-- -. - yE.....R Ii A RESOLUTION AUTHORIZING THE ALLOCATION OF AN ADDITIONAL 8 HOURS OF i: PERSONAL LEAVE FOR EACH ELIGIBLE NON- Ii UNION EMPLOYEE OF THE CITY FOR THE YEAR I' I 2000 IN LIEU OF OBSERVANCE OF THE JANUARY Ii 1,2000 HOLIDAY. ii I I, IIWHEREAS, A Y2K emergency preparedness plan has been established by the City of liDublin to help ensure that the City is capable of responding in a timely manner to the lineeds of its citizens should Y2K disruptions affect services within the community; and, I liWHEREAS, The City of Dublin's Y2K emergency preparedness plan requires City staff I to work the day on which the January 1, 2000 holiday would have normally been observed (December 31, 1999) in order to help ensure that our community can continue to function should such an emergency arise, and WHEREAS, The City desires to reduce payroll costs related to the premium pay that normally accompanies work performed on an observed holiday by City personnel; NOW, THEREFORE BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _ of the elected members concurring: Section 1. That, in addition to the normal complement of 32 hours of Personal Leave , to be allocated to each employee serving in a Full-time Permanent position for the year I 2000, each such employee shall be allocated an additional 8 hours of Personal Leave for usage within the year 2000 in lieu observance of the January 1,2000 holiday (scheduled to be celebrated on 12-31/99). Section 2 That such additional allocation of 8 hours of Personal Leave must be used within the year 2000 and shall not be carried over beyond the year 2000. Section 3. That all applicable terms and conditions governing the usage, notice, :procedural, and other such requirements accompanying such leave, as presently contained I in Section 6 ("Personal Leave") of Ordinance no. 98-96 ("Compensation Plan"), shall also jbe applicable to this additional 8 hour allocation of Personal Leave. Section 4. That this Resolution shall take effect and be in force immediately upon adoption. Harding, Director of Human Resources/Procurement ~ Attached for your consideration, please find Resolution No. 46-99 authorizing the allocation of an additional 8 hours of Personal Leave for each non-union employee of the City in the year 2000, in lieu of observance of the January 1,2000 holiday. The attached legislation is the result of considerable deliberation by the Y2K emergency preparedness team whose challenge it was to develop a Y2K emergency preparedness plan in the event Y2K- related disruptions affect services within the community. Identifying the proper staffing level, in the event such an emergency would indeed arise, was a critical facet of the team's assessment. Such assessment produced a staffing plan requiring all City Staff to work on December 31, 1999, to help ensure that the community would continue to function in such time of emergency. (December 31, 1999 is the day on which the City would normally have observed the January 1,2000 holiday.) Research has been conducted by Staff regarding the premium pay that would result from Staff being required to work on an observed holiday and it was determined that several Collective Bargaining Agreements legally compel the City to provide such premium rates of pay for union personnel. Such premium pay provisions also exist within the City's Compensation Plan (Ordinance No. 98-96), which governs the compensation of non-union personnel. Given the realization that such pay provisions can be unilaterally altered for non-union personnel, it has been determined that Senior Staff should attempt to reduce payroll costs as much as possible by providing 8 hours of Personal Leave to each non-union employee in lieu of the premium pay that would be associated with work on an observed holiday. (Senior Staff believes it would be in the best interest of the citizens to reduce payroll costs, to the degree such reductions can be controlled by the City.) In recognition of the above, the attached legislation proposes to allocate an additional 8 hours of Personal Leave for the year 2000 to each employee serving in a Full-Time Permanent Position, in lieu of observance of the January 1, 2000 holiday on December 31, 1999. (The normal complement of Personal Leave allocated to such employees, effective January 1 of each year, is 32 hours). This additional 8 hours of Personal Leave would provide each Full-Time non-union employee the flexibility of taking an additional day off sometime during the year 2000, at a time which would be most beneficial to the employee. As required in the attached proposed legislation, this additional 8- hour allocation would have to be used within the year 2000, could not be carried over beyond the year 2000, and would otherwise be subject to all applicable terms and conditions presently contained in Section 6 ("Personal Leave") of Ordinance No. 98-96 ("Compensation Plan").
