A RESOLUTION APPROVING THE AMENDED
FRANKLIN COUNTY SOLID WASTE MANAGEMENT PLAN
WHEREAS, the Solid Waste Authority was established on June 6, 1989; and
WHEREAS, all solid waste management duties and responsibilities of the Franklin County
Board of Commissioners were transferred to the Solid Waste Authority of Central Ohio
Board of Trustees; and
WHEREAS, the Franklin County Solid Waste Management Plan was approved for
implementation by the Director of the Ohio Environmental Protection Agency on May 14,
1993; and
WHEREAS, the Solid Waste Authority of Central Ohio as required by Ohio Revised Code I
Section 3734.56 has amended the Franklin County Solid Waste Management Plan in the I
format required to comply with the requirements of Ohio Administrative Code Section 3745-
27 -90; and
WHEREAS, the draft amended Franklin County Solid Waste Management Plan was
developed with input by the Technical Advisory Council, submitted to the Ohio
Environmental Protection Agency for preliminary review and comment, and distributed for
public comment; and
WHEREAS, the Solid Waste Authority Board of Trustees after consideration of comments
and recommendations received, made modifications to the draft amended Plan and has
adopted the amended Franklin County Solid Waste Management Plan and has submitted to
this legislative authority a copy of the Amended Plan; and
WHEREAS, this legislative authority is required by Ohio Revised Code Section 3734.55
to approve or disapprove the Plan by resolution or ordinance and deliver a copy of this
resolution or ordinance to the Solid Waste Authority within 90 days of receipt of the Solid
Waste Authority Board of Trustees adopted amended Plan; and
WHEREAS, it is in the best interest of all persons in Franklin County to approve the
Franklin County Solid Waste Management Plan;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio,!:J- members concurring that:
Section 1. The foregoing recitals are incorporated herein by reference. I
Section 2. That the amended Solid Waste Authority of Central Ohio Solid Waste
Management Plan in hereby approved with the exception that the revenues
from generation fees shall not be used for the purpose of waste energy facility
lease payments.
